    To Whom It May Concern,
    I am writing to formally file a complaint against the National Center for Competency Testing (NCCT) regarding unethical and potentially fraudulent certification practices.
    I applied for professional certification through NCCT, submitted all required documentation, and paid the associated fees. Despite meeting the stated eligibility criteria, my application was denied without clear explanation. When I attempted to contact NCCT for clarification and appeal, my emails and phone calls were ignored. It appears that my communications were deliberately blocked, preventing any resolution or dialogue.
    NCCT did not offer a refund or provide any meaningful response. Their refusal to engage with students who raise legitimate concerns raises serious questions about transparency, accountability, and ethical conduct. I believe this behavior may violate consumer protection laws and warrants investigation.
    I respectfully request that your office investigate NCCT’s practices, including:
    • Their handling of student applications and fees
    • Their communication and appeals process
    • Their compliance with fair business and certification standards
    I am also concerned that other students may have experienced similar treatment. If so, this may represent a broader pattern of misconduct.
    Please advise on the next steps I should take to support this complaint. I am prepared to provide documentation and testimony as needed.

    Your recent complaint has come to my attention, and I would like to personally address your
    concerns and work toward a resolution that meets your satisfaction.
    Upon review, it appears that on July 3, 2025, when you created your account and spoke with a
    customer service representative, the program you attended was listed as approved in our
    system. However, on July 9, 2025, the program’s approval status was withdrawn after it was
    determined that the university did not meet the required eligibility criteria for program
    approval.
    When you contacted our office again on July 11, 2025, it appears that the program’s status
    was not discussed during that call, as the conversation focused primarily on available test sites
    and scheduling options. You subsequently submitted your application on August 13, 2025,
    and were notified on August 15, 2025 that, per university program requirements, all critical
    skills must be completed prior to testing.
    Please note that this does not make you ineligible for certification. It simply means that your
    eligibility to test is pending completion of the required critical skills.
    We do understand that there may have been some miscommunication during your previous
    conversations, and it is possible that some details were lost in translation. To assist you, an
    authorized representative at your clinical externship site can provide a letter confirming that
    you are currently in active placement and will be completing your required skills, we can
    authorize you to test prior to completion of all required skills. (Certification cannot be
    released until all required scrubs are met.)
    We value your patience and understanding as we work to ensure fairness and consistency in
    our eligibility determinations. Please let me know if you would like to proceed with this option
    or if you need assistance obtaining the externship verification letter.
