      I was in the A+ vehicle reg office on October 12, 2023, to purchase a vehicle registration stickerthat cost $151.00 + $9.50 fee. The cashier charged my debit card $1,605.00 instead of $160.50, he immediately noticed it and called the manager ***************. *** called the businesses bank in an attempt to credit me $1444.5 back while I waited in the office, I stayed in their office for an hour and half! Only to be told it would take **** days to receive a refund. This anount was my whole two-week paycheck. I've waited and I've also called the businessseveral times for an update and they keep telling me to wait. I opened a complaint with ****************(my bank) and after they completed their investigation, they denied me a refund and said I authorized this charge. I have a written statement from *************** the manager stating this was a mistake and I am due a refund in the amount of $1444.5. I have not received my money and I am in financial hardship now, because of this mistake. I only want my money back. Why is this taking so long, and no one seems to be taking this seriously. My bills are late and I am now getting disconnection threats.

      Our records indicate ******************** received the appropriate debit chargeback of $1,444.50 on October 30, 2023.  Our station manager contacted her via telephone on November 13, 2023 and she confirmed she received the funds.

      This is a vehicle emissions testing center. I have brought my vehicle here several times over the last few months. Each time they tell me my car has failed and I need to have it fixed by a mechanic. I take my car to a service center in the area and bring it back. They inform me that I need to drive it for a week and come back. I do as they ask. This has occurred 3 times and the last time the repairs totaled over $1600. They failed my car again and now I can no longer drive it as the plates are expired. They basically totaled out my very functioning car. I hate this place and this is the biggest fraud ever! I have attempted to contact them repeatedly and they never answer the phone. This place needs to be closed down.

      Based on the information provided by the customer, we identified the vehicle as her 2012 ******* Sonata. Our records show the motorist was sent a postcard in October 2022, stating the vehicle was due for an emissions test before January 31, 2023, and that ******** law requires the vehicle to comply before the license plates can be renewed.  On November 28, 2022, at 12:32pm, the vehicle was brought to our ****** test station where it FAILED its emissions test, and two diagnostic trouble codes (DTCs) were retrieved from the vehicles computer during the test.  As required by state law, the motorist was provided a Vehicle Inspection Report that explained the test result, along with a repair data form for their mechanic to complete.  On December 15, 2022, at 12:09pm, the vehicle was retested at our ****** test station where it was REJECTED because the vehicles ******** Diagnostic (OBD) computer reported multiple monitors were NOT READY.  A NOT READY result means the vehicles computer had been recently reset and had not completed its on-board diagnostic self-tests of its emissions systems. As required by state law, the motorist was provided a vehicle inspection report that explained the result, along with a repair data form for their mechanic to complete.  As of February 7, 2023, these are the only attempts to test this vehicle in the ******** Vehicle Emissions Inspection Program since October 31, 2019, when the vehicle last passed its emissions test.


      On February 3, 2023, after receiving this complaint from the BBB, our *********** Manager searched our database and inbound call logs for the provided phone number, name and address. Our automated phone system picks up all calls made to ************ and records the entry in a database.  The automated system is available 24x7x365, with live operators available Monday Friday, 8am to 6pm, and Saturdays, from 7:30am to 1pm, excluding ******** state holidays.  So the likelihood of her call being unanswered would be very unusual.  Our *********** Manager called **************** and left a message, as well as emailed her,to ask how we can help.


      On February 4, 2023, our *********** Manager again called **************** to see how we could help with her complaint.  [CRM Ticket #******] **************** answered this call.  During the call, she was very angry and claims that she has spent more than $1600 to fix her car and cant drive it to retest because her plates are now expired.  Our *********** Manager suggested that the ** Secretary of ************* may allow her to purchase another temporary registration so she could test.  *********************** said she had stood in line for five hours to get the previous temporary registration extension and would not go through that again.  **************** also stated she was upset that her neighbors do not have to test but her zip code does.  She said she would complain through any channels she could as she feels that program has caused her to self total her vehicle.  **************** said she was told some of the parts required to fix her vehicle are unavailable due to supply chain issues.  Our *********** Manager told her that if parts are truly not available, she could contact the **** regarding a grievance petition, which the law allows for in the case of parts being unavailable.  Our *********** Manager even reached out to the ****, and asked their ***** Services Manager to contact **************** about her complaint and potential for a grievance petition.
      On February 7, 2023, at 8:30am, the **** emailed **************** a Grievance Petition.  Below is the response from ****************:

      We have decided that we will be throwing this car away. We have spent thousands of dollars in repairs, six months of paying for insurance without the ability to drive it, months of begging for a waiver that is always denied.


      Air quality emissions refused to test our hybrid after we spent an additional $1600 in repairs. We had the receipt in hand from their licensed mechanic. Then, they refused granting us a waiver because it wasnt tested. Rejected isnt failed air quality stated.


      That prompted my BBB complaint that we promptly lost.  We are giving up on a fair resolution to this issue.


      Im glad you exempt all diesel trucks, farm equipment and old cars. Im sure those emit less emissions than my hybrid vehicle I used to drive my children to school.

      As of February 7, 2023, the ***************** has no further record of this vehicle being tested.  However,we have recordings from two separate calls between **************** and our *********** Representatives.  In both calls, *************** describes facts that are different from the actual dates and data in our system.


      It is unclear if her vehicle has been repaired because at the time of her December 15, 2022 retest, the emissions monitors were not ready.  Information about the vehicle emissions testing program, OBD monitors, waivers, and grievance petitions is available online at www.illinoisairteam.net,or by calling ************.

      I am rejecting this response because:we have provided several receipts to the air quality team and our pleas for a waiver have been denied. It states online, if you spend $450 at a licensed mechanic you will be granted a waiver.  We have spent 4x that amount.  I have also spent an additional $1600 for a private bus company to take my children to school because I no longer have a car available to me.  We have been following their rules for six months without an acceptable resolution to our sensor issue.  My frustration comes from the fact that my husband was rear ended in the only working vehicle we own. I starting begging for a waiver due to extreme hardship without a functioning car to use. I made it very clear to the ignorant ******* representative that i needed to borrow my 77 year old fathers car.  I also made it clear that my hybrid is not an emissions issue.  The exemptions other ******** residents receive is a slap in the face to hard working families that follow the rules.  

      We retained an attorney and will be starting a petition to end emissions testing in ********. Only in ********, the most horrific polluters are exempt.  This program is a complete sham intended to make money off of homeowners that live in close proximity to highways.  I will vote for any and all candidates that despise this program as much as I do.

      My son took his car to the ********************** at ********************************************************************. When my son arrived at the facility and turned into the facility lot, his turn signals worked perfectly fine. Upon leaving the facility, my son immediately noticed the turn signals no longer worked. We had to take the car to our ******* dealer to get it fixed. The dealer said the Emissions Testing site likely caused the wiring to short/fry the trailer hitch wires and module causing the turn signal fuses to blow. But, he couldn't definitively say that was the cause. Simply put, something happened to my son's car between pulling into the facility and before leaving the facility. The facility wants a bunch of documentation to prove the facility caused the damage. The claim is only for $179.

      The ******** Vehicle Emissions Testing Program takes all complaints and damage claims seriously.  Damage claim procedures comply with 625 ILCS 5/13C-40.


      The claim referenced in this complaint was received by Applus Technologies, **** on January 28, 2023.  It was carefully reviewed, investigated, and the attached response sent to the vehicle owner on February 6, 2023.

      They are only going off if you have a light on Dash (most have nothing to do with emmision testing) I want the public to be told about this unfair practice unless they are going to name themselves the **************** intead of ************! Emmison realted issues I understand but a speed sensor has nothing to do with air nor does an airconditioner not working, or a wheel speed senor. If you you do call please leave message as I have spam blocker and it will not ring if I do not have number saved in my phone! If you would like copies of my repairs and there notices I will supply at your request.
