Back on January 29th, 2025 a lease was signed between me and Park Place at Tampa apartment complex. On April 24th, a group chat was created by one of the potential roommates. In this group chat it was disclosed that one of the potential roommates at the time had two animals, and potentially would have four by the move-in date. At the time the group chat was created, Park Place had yet to provide the details of who I would be roommates with, I didn't receive that information from Park Place until May 14th . On April 25th I reached out to the leasing office advising them on the issue at hand and inquired on their possible solutions. April 25th they responded and required I supply medical evidence stating how severe my allergy was to animals. Despite the application only allowing me to put down a preference and Park Place never disclosing that I must have documentation to honor my preference prior to signing the lease, on May 14th I obtained and submitted the documentation that was requested by Park Place that proved I did in fact have a life-threatening allergy. Park Place responded the documentation with options that were not apart of the original agreement. Park Place claimed that they do not currently have availability that are within the terms of the original agreement we had. My response to Park Place was that if the original terms couldn't be met then to void the contract in its entirety. And allow me to find housing elsewhere. Park Place's response to my request was refusal to void the original contract despite being the party unable to adhere to the terms.Business Response

My daughter was a tenant there. She rented a four bedroom apartment with three other girls. The girls were pot smoking and partying all night. She reached out to management on three seperate occasions only to be fall on deaf ears. When I reached out they suggested my daughter file a police report. My daughter thought that would only escalate the situation as they were bullying her as well. They threw out her ************* and bullied her through non stop through phone calls & texts. Management claimed they do not get involved in disputes and cannot take sides. They did nothing to investigate the issues of pot smoking & partying into all hours of the night or the theft even though they have cameras. My daughter did not live there for the month of April as she was very scared to go there. She went and emptied out her apartment with the help of family. She did pay for the month of April and they are continuing to bill her. They offered to sublet her to another unit and the description of the new roommate provided was partying , stays up late and has two dogs. Obviously this was not an option. Her initial complaints fell on deaf ears and has caused my daughter much stress & anxiety and forced her to move. The management here is horrible. I have also reported them to housing in Tampa. This is so neglectful on every level of management. As a tenant my daughter is entitled to quiet enjoyment in her rental which she did not receive to say the least. She had a lease until July and we have continually asked to be released from the lease and they continue to bill her. We are asking to be released from this dangerous situation immediately.Business Response

On 4/2/24, the resident emailed in via the resident portal expressing concerns about roommate issues and lease violations in her apartment. The Property Manager responded and explained what the next steps were in regards to the lease violations and what options the resident had for reletting and/or transferring units. Here is what was in the email to the resident:
I am sorry to hear you have not got responses before, I am not sure who you spoke to before, but I am glad I am able to respond to you now. If you are interested in reletting your lease, I can send you a request to relet form and more info on reletting and we can try to assist you in finding a relet if we are able to. When do you think you would want to move out/hand in keys so we can send that form? If you are not interested in transferring, that is fine, I just wanted to offer you the option.
If anything of yours got stolen, you would need to file a police report and then they would serve us with a subpoena to get them video footage necessary for the complaint. We are not able to release footage to residents or review cameras with residents.
In regards to the smoking complaints, we cannot enforce the lease by someone telling us something is occurring, it has to be documented by our staff, courtesy officers and/or local police, that is why I suggested you call the onsite courtesy officers when the smoking is occurring.
The parking being sold out is tough, and I am sorry that you do not have parking on your lease but we only have a limited number of spaces available each year and they are all currently leased out. If your name comes up on the waitlist, we will let you know and see if you still want to add it.
If you ever see property damage like you mentioned below, please let us know and put in a maintenance request on your resident portal and maintenance will be sure to address and fix the issues as soon as possible. Management will also review cameras and try to charge whoever is responsible for the damage.

We also were in contact with her guarantor via email starting on 4/10/24 in regards to the concerns and made sure he was aware of the options and next steps. There were no charges filed nor documented/substantiated lease violations by our staff, the concerns were solely based on a residents complaints against other tenants. The resident was advised to call the courtesy officers when there were lease violations occurring in her apartment so it could be addressed and documented so we could enforce the lease if it was being violated by other tenants. We offered the resident to transfer to another unit or she can relet her lease if someone is interested. We also explained that we have to work within the lease and under Federal Fair Housing laws, so we have offered every available option to the resident.
The resident and her guarantor asked to speak with a higher level employee in the company, so the Vice President of Property Operations came into the conversation around 4/16/24. She spoke on the phone to the residents mother about the available apartment the resident could transfer into and reletting options. They were not interested in the options as they did not feel the new roommate would be a good fit for her preferences and they said they have been trying to find a relet but they have not had any luck. The emails went back and forth for another few weeks and the only option that the resident or her guarantor would settle for is letting her out of the lease. We explained that we are unable to release her from the lease but she can transfer to a new unit or relet the unit to another approved applicant.Customer Answer

I am rejecting this response because all the management company did was deflect to campus security and or the police. She was uncomfortable with both situations. ****** is entitled to "quiet enjoyment in her unit". At the very least management had a responsibility to enforce no pot smoking (it's against the law) no cigarette smoking and loud music to all hours of the night.In addition, to add insult to injury the only thing they offered to do was move her to another room mate that had two dogs, not concerned w neatness, very loud, frequent overnight guests and frequent parties. The form and email ***** sent ****** is attached (describing new roommate) asking if she would except this roommate and then they would move her. How sad. as I said ****** has not been in the unit since March 1, in hoping for a resolution we paid rent for ****** We have since stopped paying due to the horrendous situation. We have also reported Park Place to Tampa housing and USF campus for their inadequacy to provide any resolution and let ************************* girl live w bullying, disdain and 0 help from management while she continued to pay rent and suffer silently.

All complaints were addressed with ****** and it was explained that if management received any reports of lease violations occurring from our staff, courtesy officers and/or local police, the lease would be enforced. The smoking complaints were addressed in an email to ****** on 4/2/24. The email stated In regards to the smoking complaints, we cannot enforce the lease by someone telling us something is occurring, it has to be documented by our staff, courtesy officers and/or local police, that is why I suggested you call the onsite courtesy officers when the smoking is occurring.
When a resident is having roommate issues, we always offer the option to transfer to a new unit. Park Place at Tampa only had one room available for lease and that room was offered to ******. We share the roommate preference card with approved applicants if requested. We also offer tenants to relet their lease to another approved applicant if someone is interested in taking over the lease.Customer Answer

I am rejecting this response because: this again shows to the neglect of the management team at Park Place--as a young girl this situation caused ****** much stress and depression and felt very uncomfortable going to the police--as far as security guard they never even gave ****** a contact name and/or phone number and the only ones ****** saw were so infrequent to randomly approach one after the incidents occurred would have provided less than zero relief. ****** was entitled to " quiet enjoyment" she reported to landlord enough times about the smoking and partying to all hours and again 0 was done other than to shrug it off. Certainly, they could have sent the "guards "to her floor/room to check on smoking situation (AS YOU COULD SMELL IT FROM HALLWAY--this is illegal not to mention infringes on her rights) and the partying all night could also certainly be heard from the hallways from your security guards. Park Place had a blatant disregard for ******* situation or distress. ****** is a professional who attends a full-time job daily, living under these conditions was not for a professional with 3 other roommates that did not share the same ambitions --perhaps Park place should be a dormitory for students only.The roommate you offered added insult to injury as previous attachment provided.
