On Oct.26th. 2023 I signed a contract with Gillis Construction to replace my pool cage destroyed by hurricane ***. Gave them a deposit of $6000.00 in good faith that they would do the work in a timely manner, I knew that the work schedule was 3-4 months out and was fine with that. I started trying to contact Ms. ********************** by phone about my project but calls and messages were unanswered. I finally got an answer from Ms. ********************** and was told a permit had been issued (Feb. 20th.) and work would begin. After more unanswered calls and messages I finally was given the date of the week of April 29th. that supplies would be delivered and work will begin on May 6th. Today is May 7th. No supplies, no work! After 3 more calls and messages today I got a call from the salesman saying Ms. ********************** is unavailable but work will begin next week. I feel that this is just another shallow attempt to put me off further. This is totally unacceptable and I have totally lost ALL FAITH in this company. The contract is 7 months old and all I have to show for it is a permit and a whole lot of unanswered calls, not to mention the stress. I want to cancel this sham of a contract and obtain a full refund of my deposit,Business Response

Please see attached file regarding the timeline and disposition of the ******* file. .****************** signed on 10-26-23. Notice of commencement was recorded 10-31-23. Engineer packet was prepared and filed at office on 11-17-2023. Received plan from engineer on 11-27-2023. Packet was submitted to ********* count permitting on 11-29-2023. After many resubmissions due to no survey and multiple sight plans submittals as seen on county review records permit was issued 2-22-2024. Materials and scheduling commenced immediately and tentative date of 5-6-2024 was assigned with materials tentatively scheduled to arrive the week before. There was a one week delay from 5-6-2024 to 5-14-2024. Attempts have been made by this office to reschedule and proceed however ****************** will not return the call. Phone records may be provided if necessary. Custom materials were ordered and engineering for this job and we have yet to be formally dismissed by certified letter. Permits are still in place and we could have this completed within two weeks if permitted. We are sorry for ****************** disappointment. We strive to complete as quickly as possible.

I am rejecting this response because: I submitted a survey map on Oct.26th.2023 to the salesman so I do not understand the reason for all the submissions and re submissions. I was never notified of the permit issue on Feb.22nd. and would like to know why and would also like to know why my calls to the company went unanswered. I finally got into my car and went to the *** address on ****************************. ********* and did speak to Ms. ********************** who later that evening informed me that the materials will be delivered on the wk. of April 29th. and work will begin May 6th. As stated previously no materials delivered and no work begun. No explanation of why the delay. The only way I would consider moving forward with this project is if the *** provides me with a written, signed contract stating the exact date of the delivery of materials, exact date of work to begin and end given consideration to weather conditions. Also guarantee that all materials used including screen, proper bolts, and stainless steel screws are of high quality and that the proper spline is used to secure the screen. Also provide me with proof that they have paid all contractors and subcontractors, if used, are paid in full. I will not pay this company in full until a Charlotte County inspector has approved all the construction work. 7months, $6000. Time has been wasted. Enough is enough.
Sincerely,
***********************Business Response

In response to ****************** rejection we submit the following information. The issue with the survey should have been detailed as "no proper or up to date survey". Most of the issues revolving around the survey stem from the second lot added to the Parcel that was killed and combined that was not properly addressed on the survey provided, and resulted in rejections from the plans examiners. These steps denoting permitting are on charlottecountyfl.gov as public information and can be seen by anyone interested in following the progress any time on line at the consumers convenience. Proof of attached phone records for review are attached. Calls are logged at our office and as can be seen these were times we reached out. The items requested to move forward are part and parcel to our already existing contract. The lein releases, inspections, material quality and quantity are all denoted on a site specific engineered plans that have notices of acceptance by law in the state of *******. The engineer specifies what gauge aluminum we use, the s**** patterns , etc and those are inspected. These items are in the already agreed upon existing contract and follow our standard operating procedure. Also, stainless steel screws are not called out by the engineer. If those are a personal preference they can be obtained at the cost to the client. Our request is that ****************** agree to be placed in the schedule yet again and we can then provide the dates she requests. Until she agrees we cannot facilitate a material delivery request. Please forward a response and we will accommodate immediately.
Thank you

I am rejecting this response because:
I am the person paying the total price of $18,000 for this pool cage not your engineer. The stainless steel screws should be included in the price of the project as they are inclined to be more rust resistant, stronger, and will ensure the integrity of the structure. Regular screws will rust and fall out relatively quickly given our climate here in ******* and I find that unacceptable.

Hired Gillis Construction as a general contractor to do repairs on my home in ******* after Hurricane *** damaged it. Gillis came to the house and claimed that the house needed a framing repair before the new metal roof could be installed. Gillis hired an engineer to design the repair. They completed the work on March 23, 2023. After the repairs were completed, I asked if the framing job was to the design of the engineer and if the roof would be in compliance with code. They indicated yes on both accounts. I hired an independent home inspection service to check the repairs. The home inspection company indicated the repairs were not in accordance with the engineer's design. I was surprised and checked the ************** portal to see if the roof inspection took place. It had, and it was approved. I was surprised to see there was no permit pulled for the framing job, which was the reason they gave me for the 7- month delay. I had a hard time getting Gillis to set a date for fixing the framing job, so I contacted a lawyer (due to many work defects) and he instructed me to send them a legal notification to remedy the problems with the work. They did respond to the letter after 30 days and then eventually got out to the house to supposedly fix the framing problems. In the meantime, I contacted the engineer who designed the repair to the framing, and he confirmed the repair was not done correctly and the house was not to code. He provided the fixes need to get the house to code. After the second repair was completed, I again sent out the home inspection service to see if the fixes were completed correctly. Not only were the fixes done incorrectly, but they actually cut the nails that attached to the framing to the roof in several areas which resulted in being able to lift the roof away from the framing by hand. I have contacted Gillis about this several times in October and November with no response. I sent both inspection reports to them.Business Response
Date: 02/02/2024
The engineer of record has agreed the work is acceptable and equals what was contracted for. The roof in question is not a problem. The inspector that looked at the job is not aware of the acceptable practice of using liquid nails and does not agree that there is an issue. There was a missing s**** that was put in place and the drywall was finished to standard applications. I am sorry it took so long for the engineer to sign off on the project. We will upload a copy to the county file.Customer Answer

I am rejecting this response for the reasons listed below:
The framing repair was done in October and Gillis has had my Home Inspection report since October. Gillis never responded to any of my multiple inquiries. The engineer was also provided with a copy of the report and did not respond. It is four months later, and after multiple requests for response from the Better Business Bureau, Gillis has finally responded.
The engineer provided a letter indicating the work is acceptable based on pictures provided by Gillis. He did not physically go to the property to inspect the work even after I provided him with a report that showed the roof being lifted by hand in several areas. He also does not indicate that the work is to code. Neither he nor Gillis have ever addressed the fact that the roof can be lifted from the inside of the attic in several areas by hand. The roof is clearly not securely attached to the frame.
The home inspection service I used provided a licensed and certified home inspector for the ****************. On The liquid nail issue. If you look at the pictures and read the text, what I can determine that the inspector is pointing out is: There are liquid nails in multiple places where the real nails that were supposed to secure the roof from the outside, missed the frame. The nails that missed the frame were cut off by Gillis from inside the attic. Since this repair was being done to fix the last repair that they messed up, they worked from inside the attic. Since they applied the liquid nails from inside the attic, they could only apply them to the seams and not board on board which along with nails would provide the strength to secure the roof to the frame. This is not the case. It appears that there are long lines of liquid nails shoved into the seams without the nails.
I have provided clear evidence that there is a major problem with the framing job. The engineer was provided with evidence of a major problem with the work and did not do the due diligence to check the property in person. If Gillis and the engineer want to stand by their words, then Gillis can easily arrange to have the ************** Building Inspector come to the house to look at the framing job and determine if it is to code. That is easy to do and having a third party that is qualified to make the determination of compliance with code would solve the problem.Initial Complaint
