Per Florida Statute 828.29 no dog, puppy, cat or kitten may be offered for sale without a health certificate. A person may not transport into the state for sale, or offer for sale within the state, any dog or cat that is less than 8 weeks of age. There are additional requirements in the statute for tests, vaccines and anthelmintics, veterinary examinations, and the Official Certificate of Veterinary Inspection. The statute includes information on the right to return, exchange, retain the animal; reimbursement for reasonable veterinary costs; misrepresentation of the breed, sex or health of the animal. The statute requires every pet dealer who sells an animal to a consumer to provide the consumer with a written notice at the time of sale. The statute also defines the term “pet dealer.” Complaints against any pet seller in Florida, whether selling directly or over the internet, can be submitted to FDACS Division of Consumer Services, especially if there is any violation of the Florida Pet Law, F.S. 828.29. The seller must provide a properly completed valid health certificate to the buyer with each dog or cat sold or offered for sale in the state whether or not they are a pet dealer.
