      We lost our Home due to a Fire back in 2020. In March of 2021 we hired Lloyds Construction & Consulting after multiple meetings, we got quotes from 4 builders. We drafted 5 different scopes with Lloyds adding details like Cabinet size, color name, the layout of cabinets, hot water serial number. ****** ********, Project Manager for Lloyds and I talked many of times where I told him "I am detail oriented and want this done right the first time to avoid making you correct it" He CONSTANTLY reassured me they do million dollar homes and would treat my home with the same level of respect. That has not been the case, we have constantly been lied to or underdelivered by this company. Our Scope of work included 2hrs a day of super intendant supervision, we never once had the Super on sight for more than 10 mins. Project manager only stopped by every 2-3 weeks. Ignores my calls or emails and suddenly when its invoice time they contact me 2-3 times a week. They were not able to deliver many of items in scope as they said "the cost has gone up on those items" We worked tirelessly to help them with cost and they still either don't do the work or find an excuse. They also have damaged our brand new tub and keep trying to resurface it but not willing to replace the items their employees have damaged. The damaged our new floors that they said would be covered after install but were not. They cut 16 of our deck boards and have not replaced those. The finishing crew came in and even told us how Lloyds had used some random to do our drywall and that's why it looks as bad as it does. The delays, and lies while not matching scope have costed me 100s of hours of my time. We had to ask for a porter potty as it had been 2 months into construction and they never brought one which its in the scope of work. Watching workers pee and shit all over my backyard was degrading. I brought the unlocked doors at end of day to PM's attention multiple times and constantly found property unlocked at EOD

      Substantial Completion and the Certificate of Completion was issued by the City of Jacksonville Building Department on 02/03/2022 for ***** ***** at **** ****** ***** ** ************* *******. I have attached a copy of this here. This means the dwelling is approved for someone to live in and it is in an acceptable condition to the common person. At this point, under the Florida Building code, the project is considered completed and anything after this would be considered a warranty item. The owner was concerned with some items and receiving credits so we have issued all of those credits (see issues concerning deck boards). 

      To date, we have not been paid in full by the owner and have been working to the best of our ability to resolve the warranty items. Typically, in our business, we only warranty anything once we've been paid in full so this has been tricky for us to navigate. We have already provided a path to completion of warranty items over the next 1.5 weeks for as long as the homeowner makes final payment to the original project. If the owner does not make payment this week, we will be placing a lien on his home and will also send you a copy for your records.  Let me know if you have any questions or if I can clarify this further.  Best,

      I am rejecting this response because: Having a Certificate of Occupancy from the city allows someone to reside in the residence but does not state that the Scope of Work provided by Lloyds Construction and Consulting is completed completed in full. You can not provide warranty work on something that was agreed to be done but is yet to be completed. What we are waiting for is the completion of the original punch list and fixes to the items not correctly installed. We have paid substantial payment and left the agreed upon remaining balance of $5,000 to be paid once the punch list was completed. The punch list was not ever completed in full meaning the work has not yet been completed and final payment is not due. Placing a lien at this time would go against the original agreement made with Lloyds Construction. I am in communication with the Owner, ***** and have a meeting with him on Monday April 11th at 8am on the job site. I foresee the Owner and I coming to an applicable agreement this week and will be happy to pay in FULL once we have a formal agreement made. I will be sharing that Agreement and resolution to the concerns with you at the better business bureau so you know when this is resolved completely. I appreciate your all time and energy to ensure that customers get what companies agree to in their original agreements.

      As stated by ***** *****, the owner of Lloyd's Construction is working in conjuction with him to resolve the issues and get this completed this week. I am replying to this just so that the case stays open and we can close the case today or tomorrow once ***** is happy with the punch list.
