I am writing to formally report what I believe to be an instance of predatory and unlawful towing conducted by RC's Towing, located at ***************************************On the morning of [insert date], my vehicle was towed from a location where no parking violation had occurred. To my knowledge, the property owner did not request the tow, as required under California Vehicle Code (CVC) 22658(a). Additionally, there was no citation or parking violation issued by the City of ***********, and no record of the tow was reported to the ***************************** (****). I confirmed this by contacting LAPD Valley Traffic Division at **************, who had no record of my vehicle being towed at the time.RCs Towing charged an excessive fee of $453.00 for the release of my vehicle, which had been in their possession for just 1 hour and 1 minute. This amount included multiple questionable charges such as after-hours release fees and immediate storage fees, which may be in violation of CVC 22658(l)(1)(A) and related provisions that limit charges for short-term impounds and mandate specific fee structures. Furthermore, CVC 22658(n)(2) requires the towing company to notify the local law enforcement agency of the tow within 60 minutes, which they failed to do.There is growing concern in my neighborhood that RCs Towing is engaging in a pattern of unlawful and unauthorized tows, targeting vehicles without proper justification, and failing to follow the reporting and fee guidelines set by California law.I respectfully request that this matter be investigated by the appropriate regulatory authorities, and that immediate steps be taken to ensure compliance with state towing laws to protect local residents from further harm.Initial Complaint

My car was towed from my housing parking lot. The towing is not supposed to be enforced until 7 am per housing authority and police. The 24 hour towing rule is only enforced by the company which is weird because public housing has its own set of rules. I don't see why the company thinks they have the authority to overrule those rules. My car was gone at 6:40 am when I went out to move it. My brother had seen it at 6:10am when he went out to move his car. I called the business at 6:55 am and he quotes me 450 dollars for the tow. My car had not been even 30 minutes in the lot. When I got to the business he did not let me in the office did not show me their rates and just refused to let me get my car unless I paid. He charged two different charges on my card without permission or explanation. This establishment had towed my car previously and charged me 150. I think this man scammed me out of money and got away with it because I needed my car as I had to go to work and school.Initial Complaint

RCs towing company complaint report / refund -Date of incident/ transaction November ******* -The amount of money I paid this business was $375 in exact cash , the company did not take card nor did not offer any change .-RCs Towing did not try to resolve my issues and unlawfully made me pay for my car that they took while I was working at the establishment at the given time they towed my car . They were holding my car for a ******. I called the company to notify them that they towed my car by mistake as I was working on the premises of the business . The company lead me through different multiple request in order to verify I worked at the business that the car was parked in . I openly stated and said I can provide everything that they requested but they kept adding different requirements and rules to verify i worked at the company they towed my car from . They told me first all I needed was for them to get a call from the company head manager which I did , I had one of the managers of the establishment talk to them on the phone , they started and demanded different things than what they first said they needed .They denied my request of a refund. After giving in I asked the towing company if I can acquire a refund after I pay the fee.They first claimed I was able to receive back my money and my car after paying them as long as a I showed them my receipt . After I should them my receipt , gave them what they wanted like they asked , they still denied me my refund . Till this day I have not gotten a response or any notice for a refund. They were aggressive over the phone and I was being completely honest and compliant to what they needed and wanted . I am not the only person whose car they towed unlawfully , they towed a whole lot full of workers who came in broad daylight .Initial Complaint

Nov. 31, 2024 - Illegally towed my property off a private lot without cause. The vehicle had been logged and did have permission to be on the premises but was towed without any consent from the owner of the property. Did not allow the vehicle to be released the same day and let the tab run to allow for an extra day of fees. This business if it can call itself that, is using unethical practices and may be targeting upon unsuspecting peoples property.Initial Complaint

Illegally towed my car from a private parking lot. It's a scam. I Talked to police who took a theft report. I'm also taking this place to civil court. They didn't not provide me a vehicle code violation for towing my car or any paper work regarding who towed my car and why. The security and management in charged of the location where my car was towed advised they did not call for tow and they did not give any permission to tow a vehicle off their parking lot. Parking lot security and management advised this RC towing company tow truck drivers enter and take cars from their then force drivers to pay them cash only in order to have cars returned. This is exactly what happened to me. Place is a scam. Youre extorted to pay for your car or it will buildup 375 dollar charge a night. This is criminal. On October 23, 2024 at 11:20pm my vehicle was towed from inside my apartment complex. My vehicle was damaged due to drive improperly towing my car. My car was towed from the rear end damaging the front bumper. I contacted RC towing to file a complaint. I was informed to submit an email to file a complaint. I decided to go in person to request the pictures taken by the driver as well to ask for the drivers name. Manager ****** refused to give me the driver's name only the first initial. RC's Towing is working back door deals with security management at ****************. Recently security teams changed parking permit validity hours and no notification was sent to residents or their guests. It went from 24 hour validity parking passes to 5pm the following day no matter what time the pass was given. Tow trucks line up AVA ************ at 5pm on the dot Sunday nights only while one specific security guard is working. They specifically target higher value or luxury make and model vehicles from the parking lots. They have stated this themselves. They target more expensive vehicles regardless of policy and if there are other vehicles within the lot that have had a longer time pass after parking pass expiration (hours or days longer than the vehicles being towed by surpassing 5pm by minutes). They openly discuss the quality and price point of vehicles with AVA *********** RC's Towing verbally states that they are only open for approximately one hour (7pm) on Sundays and they are "cash only, exact cash only, no change given". Their pricing only goes up from the less than 2 hour time period in which they might be able to have possession of your vehicle. By the time your vehicle arrives at RC's towing, you have minutes to process paperwork, pay, and retrieve your vehicle.Initial Complaint

on 04/04/2024 my car was towed where there were no signed posted in an open apartment complex, I had a judicial notice warning on windshield that stated if they chose to impound my car they would be entering into an agreement to pay the registered owner 5000 and an additional 250 for each day they chose to hold it. prefaced by article 1 section 19 of CA constitution of 1879 and UCC codes reserving my right to not accept any contract on their behalf. i.e. tow signs posted, There were no signs posted where they towed my car from as well. Towed my car on 12/31 at 1:30am with no notice of warnings on my car. Visiting out of state for holidays. Proceeded to claim I was in violation of parking first in a reserved parking spot and then claimed I had violations of parking when I do NOT live here in CALIFORNIA. When I spoke to the woman on the phone her story kept changing on why I was towed. Photos of the location where I was parked with permit pass visible on vehicle were also there. There are also charges of for the tow itself and for keeping car in the lot without any information about the reasoning of those charges. I was parked in guest parking with a visitor pass. It has not been the first time this company has done this theres others they have done this to in order to get money. 0n 10/10/2023 the company towed my car and gave my credit card for payment, they proceded to tell me that they only accepted cash, which seemed suspicious to me. They stated that they did not have change, which was also strange.
