    I am writing to formally dispute a parking violation issued on September 28, 2025, in a private residential neighborhood. This citation issued by a privately contracted enforcement company is both unjustified and highly inappropriate.The vehicle was temporarily parked while I was assisting my elderly grandmother with Sunday errands. There were no visible signs indicating parking restrictions, and the homeowner was never notified of any parking regulations or third-party enforcement activity. No warning was given, and no attempt was made to contact us before the citation was issued.What is even more disturbing is that this citation appears to be part of a pattern of predatory enforcement. It has come to our attention that Officer 09 was actively circling the neighborhood, waiting for cars to park before issuing immediate citations rather than responding to complaints or addressing actual hazards. This is not enforcement based on public safety; it is opportunistic and punitive, especially in a quiet neighborhood with no parking *********** make matters worse:An 84-year-old neighbor, recently discharged from the hospital, was also cited after parking in a location necessary to access her home ********* is unacceptable for a city or HOA to fund or authorize third-party enforcement in neighborhoods without:Clear and visible signage Written notice to residents
