    Beware of **** Moo *** (C-34487). 1.Deceptive contract The last payment was required at the first submission to the city. Without knowing the process of obtaining a permit, this condition led me to believe that I could obtain a permit by submitting it to the city. I paid for everything early on before getting the permit. After making the final payment and submitting the plans to the city, he constantly changed reasons and demanded additional money.2.He breached the contract.- He stopped working on my project twice. 1) He stated that he would stop working until he received additional payment. 2) He mentioned that in the ongoing situation based on the existing contract, additional conditions needed to be agreed upon before he could start the work. The following is a portion of the content he wrote to me in the email.I got answers from the city planner. This is what I was worried about. Your unprofessional and unorganized ways of communication is not acceptable and not reliable. You are wasting my time. There will be lots of back and forth to pass the planning review and those are not included in our original fees. I will stop working on your project. I will send you an additional expected hours and fees. Upon your agreement and payment, I will resume.Do not send any emails until I send you an invoice. Again, you are wasting my time unreasonably. - He asserted an intended expected workload that wasn't stipulated in the contract and pressured me by pointing out that I had sent him numerous emails and requested online meetings.3.He did not verify the plans for that area.At the beginning, I emailed him the local plans of this area and the drawings of a neighbor's house built in 2021 as a new construction, but he made mistakes by deviating from those documents that he should have checked. I asked him twice why the width of the house was different despite having the same lot size and side setback. However, he provided excuses. When I inquired whether he had checked the lot coverage stated in the drawings of the neighbor's house, and whether he had consulted my surveyor regarding the house's width, he didn't respond.- mismatching the house's building height and side setback - Incorrect 35% lot coverage - Incorrect house width 4.He did not provide the services specified in the contract.He submitted the drawings to the city for plan review, and the city commented for revisions. - I scheduled an online meeting with him to discuss modifications. However, he had unilaterally discussed matters with the city and only informed me during our meeting.- I wasn't satisfied with the changes he proposed, so I requested that he inquire with the city again in alignment with the direction I wanted. However, he declined saying that the city won't allow us to shorten the canopy and please do understand that this is not a time to negotiate with the city planners. The city planning is not expecting another round of negotiations, and we already negotiated with the city.- Aside from his unilateral proposal, he didn't provide any alternatives and instead, I had to seek advice from other professionals to find what I wanted on my own.- This is written in the contract : The design work shall be based on the objectives presented by the Owner. Designer will focus on developing a design that satisfies the requirements in a cost-effective way. Designer will guide you through the process by presenting design options that best suit your needs and function within the framework of the existing site and zoning ordinances.- I reluctantly informed him that I would directly consult the city and scheduled a meeting. However, contrary to what he stated, the city planner was flexible and indicated that the requests I made were feasible. Therefore, based on the meeting with the city, I asked him to make the changes I wanted. In response, he sent an offensive email stating that he would stop working until he received additional payment.
