We issued a Request for Quote to D. Shipp for an inspection project, and he returned a time and materials estimate. We gave him the job and (1) he didn't execute to the full task requirements and performed tasks we didn't request, (2) when we complained and he then executed to the original statement of work, he went 40% over his verbal cost estimate without apology, (3) because he went over our budget and we did not have funding for anything over his quote, we paid him a first payment based on our original agreement, and then paid him a completion payment 31 days after the job was completed (4) Shipp violated business protocols and issued an email complaining to our entire set of residents instead of just management, suggesting he didn't get paid at all, (5) we took him off our qualified bidders list after this behavior (and learning of the volume of local lawsuits against him) and communicated this to him via email by telling him we had already sent RFPs to future bidders and did not include him. (6) When he found out that he would not be allowed to bid on our future jobs, he took the unprofessional step of bad-mouthing our source selection committee and future contractors via email to all our residents, creating internal conflict in our organization. We have been in business since ************************** recollection of such unprofessional behavior with any of our contractors. After talking to some other organizations he's worked with, we found other complaints. This is our first-ever complaint to the better business bureau in 65 years. No resolution is possible with this contractor.
