*****,
There are different types of inquiries on your credit report. Hard inquiries which are pulling a physical credit report and promotional inquiries, which are used by lenders and/or insurance companies for marketing purposes. As you mentioned, Promotional Inquiries are posted when a Pre-Approved or Pre-Selected offer is extended to you via the mail. Everyone is opted into promotional inquiries, but you do have the ability to opt out. Below is a description of promotional inquiries and how to opt out of them moving forward.
Promotional Inquiries
1) The credit inquiries on your credit reports are promotional inquiries which are used for marketing purposes. They do not have an impact on your credit score and are only visible to you, when you request your own credit report. These are different from hard credit report pulls that can appear when you apply for credit. Both promotional inquiries and hard inquiries should be separated when you view your credit report.
Here is information from a credit bureau that describes what type of things do not affect your credit score.
What type of information does not influence my credit score?
The following information does not influence the credit score:
Race, color, religion, national origin, ***, and marital status
Employment information
Place of residence
Interest rate being charged on a particular credit card or account
The following types of inquiries:
Requests you have made for your credit report (Consumer Disclosure inquiries)
Requests made by lenders to provide you with a pre-approved credit offer (Promotional inquiries)
Requests made by lenders to review your account with them (Account Review inquiries)
Inquiries posted for employment or insurance purposes
2) The following number or website can be used to opt out of any promotional inquiry for marketing purposes from all lenders and insurance companies. This number and url will cover all of the credit bureaus. The url will also give you additional information on inquiries underneath the *** section. You should no longer receive any Pre-Approved Offers once this is in place.

I am rejecting this response because: I am aware of promotional inquiries, and what they are. However, my credit report, as is my wife's, is frozen because we have been victims of identity theft. This type of company has zero reason to submit promotional inquiries, other than for the purpose of fraud. Who submits repeated promotional inquiries for bad credit car loans? And does so once a month? Bad credit companies do not need to advertise, they instead are solicited by car dealers. Please, Granite Bay. At least try and be honest after getting caught. There are also countless complaints about this company doing the same thing to others who do not live in the state of **********. After Granite Bay repeatedly runs a promotional inquiry, then what do they do, given the company specializes in car loans for persons w/ bad credit? I received zero promotional offers from this company, for which no one is ever available to talk to, including about the promotional inquiries. And when the company is phoned about the promotional inquiry, the company is secretive, cannot disclose any information, and claims repeatedly that no one is available, which defeats a promotional inquiry. If company is promoting something to a person, and the person makes contact w/company, solicit what you were promoting -- for company growth/sales, not duck and dodge questions, like a con artist dodging law enforcement. Twice, the company was called. Each time, the company would not answer regarding the incessant inquiries, nor try to offer anything (marketing), and simply deflected about the nature of their organization while repeatedly stating that no one at the company was available, at all. The company also advised that my call would be returned. The company never returned the call to even explain why the promotional inquiries were required -- what were they marketing, if marketing anything vs. identity theft. To this day, we still do not know what "Granite Bay Acceptance Inc."'s business mission is, what they do, if submitting promotional inquiries.
What is the company doing w/ the information obtained? Why is the company accessing the credit report repeatedly, month after month? That is what the company is not explaining, nor answering to, which is why it is fraud, fraud that has been reported to several agencies. It is my strong belief that this company is engaging in identity theft, given financial fraud is on the rise by companies which cannot succeed in honest business practices, and again, this "promotional purposes inquiries only"-company won't even explain what they were "promoting."
A promotional inquiry is ONCE, one time only. This was 4 attempts in less than 6 months, 4 times my credit report was accessed by a company with a shady history of business fraud.
Sincerely,
******* ******Business Response

Mr. ******,
We apologize that our initial response was not to your satisfaction. We understand that you have put a freeze on your credit which will not allow a company to pull a physical credit report (hard inquiry) without your permission however, promotional inquiries can still be completed, even with a freeze on your report. We work with over ***** dealerships throughout the country and there can be multiple dealerships in your area that we work with on pre-approved mailers. These can take place while your credit is frozen.
We will be able to add you to our internal Do Not Solicit list using the information you have provided in your response and apologize for the inconvenience this has caused you. Also, as mentioned in our first response, you can opt out of all promotional inquiries from all companies at the following URL ***********************.
Finally, if you look at the reviews and complaints with regards to our company they are almost always in regards to inquiries on a persons credit report. Many people do not understanding the differences between a hard and promotional inquiry in particular that promotional inquiries are not covered under a credit freeze. We again apologize for this inconvenience to you.
Thank you,

The company is still refusing to advise what they were soliciting/promoting to match a "promotional inquiry." We received no marketing in the mail, no offers, nothing, and again, the company submitted frantic promotional inquiries 4 times in less than 6 months. We're also in ******** state, while this company is licensed for the state of **********, if licensed at all.Company is also denying that they're a bad credit lender. We are also already on a do not solicit list, so that explanation fails as well. And this was the ONLY inquiry in over 7-years, as again, our credit reports are frozen, and not subject to "promotional inquiries" except from companies that we already do business with. There are countless complaints about Granite Bay engaging in the same activity with other out of state persons, but again, never, ever explains WHAT they are "promoting" or seeking a "promotional inquiry" for, including when asked directly. All that the company responds with: an explanation of promotional inquiries and "opt out" info, which we are well aware of. This is not our first rodeo w/ fraudsters, so their answers do not add up, especially when asking what they're "promoting."Thanks,*******Initial Complaint

I received a pre-approval letter from Granite Bay Acceptance (GBA) in partnership with ***** *********, which stated I was prequalified for an auto loan of $5,500$39,000 and that my trade-in would be paid off regardless of the balance. The letter clearly stated that my experience would be simple, quick, and hassle-free, and included terms that heavily implied my existing negative equity would be absorbed. After visiting the dealership, I was informed the terms in the letter could not be honored. The dealership denied knowledge of the offer and *** claimed no responsibility, despite the letter being sent on their behalf and listing them as the lender. This created a bait-and-switch situation where I lost time, wages, and was pressured into a financial position worse than I expected.I have already filed a complaint with the dealership separately. However, *** is responsible for misleading advertising, as the pre-screened offer letter came directly from them. I want accountability for the confusion and financial damage caused by these marketing tactics.Business Response

Mr. ******,
We apologize on the delay of getting back to you with regards to your complaint. The issue at hand over the Trade-In Vehicle is a dealer incentive which is not part of the original prescreening for an auto loan as it states with regards to the language "Your Trade-In May Qualify As Your Down Payment" and followed by "After your purchase of a new vehicle". This falls under the category following the Terms and Conditions which states: All dealer promotions and incentives are strictly the responsibility of the dealer and are not in any way connected to the financing offer from ***. As a consumer finance company we do not take into consideration a trade in or dealer incentives. We finance a dollar amount that is needed to make the final purchase of the vehicle.
With that being said, we will be digging into the mail-piece and dealership with regards to the claim that there was no knowledge of the offer or GBA. We appreciate you brining this to our attention and if you have any additional questions we can be contacted at **********************************************.
Thank you,

In checking my credit reporting, I found that this company - without my permission or knowledge - pulled my credit reporting information for promotional purposes. I understand a soft inquiry has no bearing on my credit score, but the company had pulled my report monthly for approximately a year without any contact or permission from me. I don't live in, or anywhere near, the state that this company services or operates in, nor have I ever contacted them. They did this recklessly and I would like it removed from my credit reporting regardless.Business Response

*******,
Please take a moment to read the below actions with regard to what you saw on your credit report under the inquiries section.
1) We have identified that the credit inquiries on your credit report from Granite Bay Acceptance are, as you mentioned, promotional inquiries. Promotional Inquiries are used for marketing purposes by lenders, such as us, and insurance companies. A "Firm Offer of Credit" is extended to you with each inquiry stating that you are "Pre-Approved or Pre-Qualified" for a loan. Everyone of age, in the country, is opted into promotional inquiries. They do not have an impact on your credit score (as you also mentioned) and are only visible to you when you request your own credit report. These are different from hard credit report pulls that can appear when you apply for credit, which are initiated by the consumer. You do have the right to opt out of promotional inquiries across all of the credit bureaus as well as opting out of individual companies. In step two below is the information for opting out of promotional inquiries across all of the credit bureaus for all companies.
2) The following number or website can be used to opt out of all promotional inquiries for marketing purposes. This information is also on the direct mail pieces that you received per the Fair Credit Reporting Act. This will cover all of the credit bureaus. You should no longer receive any Pre-Qualified offers once this is in place. The *** also explains in detail promotional or soft credit inquiries under their FAQ section.
Under the Fair Credit Reporting Act (FCRA), the Consumer Credit Reporting Companies are permitted to include your name on lists used by creditors or insurers to make firm offers of credit and/or insurance that are not initiated by you ("Firm Offers"). The **** also provides you the right to "Opt-Out", which prevents Consumer Credit Reporting Companies from providing your credit information for ************************************ Opt Out Number - **************

3) We can also add you to our own internal Do Not Solicit list. For this we would need your full legal name and your current address. You do not have the right to look at my profile. I've done no business with you and as i mentioned i'm on the prescreened opt out list. You've broken the law and i guess this is a joke to you. This report was made a month ago and you're just now replying. A supposed higher up was suppose to call back to remove my info. I don't understand why the person who answered the phone couldn't do it. You've already been sued in Mi for violation of the fcra. Sincemy information hasn't been removed and i have multiple inquiries on my report then another course of action will be taken. I'm not the only consumer you've pulled reports on without permission. Once again being that i'm on the prescreened OPT OUT list, you should have NEVER pulled my report. I've never ever given you permission to do so. is complaint instead. I shouldn't have to wait for a call back to speak with anyone about something that was illegally done. What make it more illegal is that i'm completely opted out of everything. I see no promotional inquiries besides the ones i've done when checking my info with TU. There's no other company on there besides granite bay acceptance. YOU'RE NOT SPECIAL, you're not allowed to look at reports at all when someone is on the opt out list. I've never signed up or applied for anything with this company.Business Response
