This content is based on victim and potential victim accounts. Government agencies and legitimate business names and phone numbers are often used by scam artists to take advantage of people.
I did not click on any link within the email, so I do not know if they would have asked me for money if I had clicked on anything. However, the scam email matches your example perfectly in that it offers a "free Medicare kit from CVS Pharmacy". I did not find any phone number or email address in the email, but do not know if either would have displayed had I clicked on any of the links.
