I have received multiple calls from a man with an Indian accent. It's always from a county near mine, this time it was Carizo Springs, TX. I answer and each time hear garbled background noise like the person is in a restaurant. They said "Hi this is Capital One, how can I help you today?" but it was very garbled. I asked them to repeat what they said and then the line went silent. This has happened more times than I can count. I assume they are trying to get me to say yes or no or something they can record and reuse for other scams. This is specifically with the phone at the company I work for. We provide host homes and a dayhab for deaf and disabled people.
