Once they target you, they befriend you and send you a link. This link is a hack. They hack the phones and set up clone apps to steal money. This money is funneled back through legit efforts like being Youtube personalities and Twitch DJs. A financial audit is needed to catch these criminals in addition to more security protocols on these sites.
