This content is based on victim and potential victim accounts. Government agencies and legitimate business names and phone numbers are often used by scam artists to take advantage of people.
This person (Fredy Contreras) imitates a lawyer from a legal firm (IMS Solution) requesting PII and payments for the supposed legal services offered. I contacted IMS Solution to validate this info, and they let me know that this guy is not part of their company.
