This content is based on victim and potential victim accounts. Government agencies and legitimate business names and phone numbers are often used by scam artists to take advantage of people.
The letter stated it was from the Negotiations Department RE: Discovery, Wells Fargo, Bank of America, Capital One, American Express. It did give a feel of urgency to make contact to receive a settlement. The letter could definitely mislead someone who was not well aware of scams.
