State AG issued a letter for a tax offset. First indication of any issue. Indicated was related to $2,400 of pandemic unemployment benefits. No details from AG, ***** or this collector. Again, no notice if the state needed anything. Repeated calls and emails ignored.Business response

Apparently they dropped their collection effort. They are on notice that I will watch credit score carefully and seek legal remedies if necessary. Thank you so much for helping us with this really bad situation. I’ve never seen anything like it. Frightening abuse of power from state of Ohio and their collector accomplices.

I found out that the State of Ohio sold my “debt” to this company. I tried calling the company multiple times and they will not answer the phone. I cannot get any information about why I owe, what I owe, and the total amount. No attempts were made to collect the debt from me prior to it going to this collections agency. I’m requesting that it is waived entirely due to noncompliance and violation of proper protocols / attempts to collect the debt prior to being sold to this business.Business response

I went to ***** ***** on ******** ***** ******** ** **** to cash a $1000 ohio lottery winner ticket, but the cashier couldn't give me the money because it got intercept by a company name Rossman company and I wasn't aware of why.
The cashier at giant eagle gave me a paper with 2 phone numbers and I contact first the *** and they said no balance with us ,then I contact the second numbers and a lady said is because an overpayment of pandemic unemployment benefits and I was in shock because I did receive Pua benefits in 2019 and there's an overpayment but I file for appeal and waiver but I never got a response from them and I didn't hear anything until now.
The Rossman company Mr ***** is the supervisor and they took my money without of my acknowledge of this debt I never got a letter or information from anyone and I wasn't aware of any collections at all.
My rights was violate from not providing me with the information or informing me about the collection.

I am rejecting this response because:I never got any refund from this company and I did contact them before filing with the BBB and they refused to give me my refund. This company work for the state and they being intercept peoples winning ticket if you have any balance with the state, but how do I know about it when I never got any notification from no one regarding a intercept or collection. They not doing the right way and they taken money without notified the person and now they said this and the took $960 from me.

On 11/11/2022 Rossman & Co. sent a collection letter which alleged a debt of $812.38 was owed to "*** ***********. This letter stated that if the debt was disputed Rossman would obtain written verification of the debt (as required by federal law). In the meantime, again pursuant to federal law, all collection efforts were required to cease. The debt was disputed in a 11/28/2022 letter to Rossman, which letter also demanded additional information concerning the alleged debt. Our letter to Rossman was completely ignored. Then, on April 12 of 2023, in violation of federal law, we were notified that the disputed debt would be collected from our 2022 Ohio income tax refund, and on May 10, 2023 the debt was collected out of our tax refund. Rossman has never fully responded to my 11/28/2022 letter demanding, as is my right under federal law, documents supporting the alleged debt. My complaint is that Rossman & Co. has been in violation of federal law in its failure to supply the documentation I had requested, and in conversations with them has alleged that they "cannot fix anything" and that they would do nothing to purge their unlawful collection of a disputed debt.Business response

per our system, we do not have record of your original letter back in November of 2022. We apologize for that miscommunication. for whatever reason, it did not make it to us and was not logged in the system. Our records show the first point of contact was a telephone call on 4/20/23 which ended abruptly. On 4/24/23 we received your written dispute letter addressing the same issue you've listed in your complaint. At this point we requested a verification of debt, mailed this to you, and marked your account as no contact. During this time, we also checked *** ********** portal to be sure our records match with theirs and the amount we are attempting to collect is still showing full balance due. We can only go off of that information until further information is provided.
