    Date: 3/25/2024 Received an itemized bill for a walkthrough procedure that never happened upon transferring to another apartment on the complex due to landlord's inadequacy to enforce Right to Quiet Enjoyment by allowing an upstairs neighbor to have a dog that wasn't allowed. Upon transfer, landlord was slow in providing a fridge and stove to apartment and did not provide proof of new appliances he promised despite being asked. In the apartment we were transferred to, there was paint left on the carpet, paint is layered over the bathtub, and the management left a breaker box unfinished with open wires, which is a fire hazard. In addition to these hazards, the landlord moved us to another unit where below is a family that allows their child to run, stomp, and scream at all hours of the night and have sent multiple email complaints to the landlord to do something with little result. My wife and I resorted to buying a white noise machine and earplugs to block out the noise. Understandably, my wife and I decided not to renew our lease for the transfer unit and we believe that this itemized bill is a form of retaliation. He never informed us of a checkthrough process and we were essentially rushed out of our previous unit due to his lack of speed providing needed appliances and he already put the previous unit up for rent. He provided not only the wrong date on the form, with it outside the 30-day mark as listed on the form, but he also sent the itemized bill to a mailbox we couldn't access as he never gave us a new mailbox number and he sent the letter through postage more than 30 days after moving (have proof of form and envelope). The landlord plans to keep our 299 deposit and is charging us 316 in supposed owed fees, which in this case would be against the law. He is additionally requiring us to professionally clean the unit we were transferred to despite not having a lease agreement for the current unit.
