I paid $10.45 to park in a lot using QR code for payment. I put my license number as LR####, based on logo of LR and ####. Company put my license as ####LR and gave me a citation for $155. When I disputed with **** charge and license number they denied and charged another $39 hearing fee. Cannot get a call back.Business Response

ParKontrol LTD. (U.S.) audited the parking facility where your vehicle was parked, and it was found to be in violation of the parking facility's Rules and Regulations. There was no record of payment for your License Plate Number (hereinafter LPN) (as contained in the white box space) in the system before the citation was issued. Therefore, your dispute was denied inside the ParKontrol,Ltd. ************** on 7.21.2025.
The facility where you parked is a self-service parking lot where payment is required,meaning we rely on your honesty and compliance with the parking rules. Parking a vehicle in this lot constitutes implied consent and agreement with the Policies, Terms, and Conditions. T1 in *******************************************************.
ParKontrol takes multiple steps to thoroughly confirm that no payment has been made for a license plate number (LPN) in our system before issuing a citation. For a vehicle, in a self-service parking lot, failing to input the correct alphanumeric LPN into the payment system incurs the risk of the vehicle being unidentified or misidentified and being Towed, Booted, or receiving a Citation.
Thank you for providing the necessary information to verify your complaint. Our records confirm that you paid for parking using an incorrect LPN. The vehicle associated with that LPN was not present in the parking lot. Therefore, the vehicle parked in the lot did not have a valid payment.
Our rules and regulations are clear for this issue (No refunds or dismissals will be issued for unused parking time, incorrect license plate entry, incorrect zone entry .. .) Consistent enforcement is essential for maintaining fairness, and we are unable to grant exceptions. When a person parking in the facility does not enter the correct information into the kiosk or software, or does not use their hangtag or permit correctly, or somehow does not make payment for the correct vehicle and LPN, the vehicle is unidentified and wrongly in the facility, even if it is an honest mistake. We understand your concern regarding the penalty amount. ParKontrol incurs the cost of enforcement and security once the ticket is issued. Whether it's an honest mistake or an intentional action, the financial burden on our security team remains the same. ParKontrol still believes ticketing is a better option for illegal parking than towing and booting due to the massive cost and time savings of retrieving your vehicle from the Tow yard or waiting on the Booting Technician to remove the Boot from your Vehicle.
Because you did not pay using the correct LPN, you were given a Failure to Pay citation. A "Failure to Pay"citation incurs a $155.00 violation fee, and you filed a dispute that was denied, which incurs a $***** Hearing Fee for a total of $194.00. The information regarding the Hearing Fee was next to the dispute button when you filed your dispute, and this $ ***** charge is also published at ****************************************************************** for your reference.
If a vehicle is impounded, the release fee is $248.00 plus taxes on the first day and increases to $398.00 plus taxes after two days. This is exactly why we prefer issuing citations rather than impounding or booting vehicles in violation of the Rules and Regulationscitations allow you to simply get back in your car and leave,without the stress of searching for your vehicle documents or being without transportation for days.

I am rejecting this response because:You say you have no record of my payment and yet you took $10.45 off of my credit card as I have submitted with a screen shot. I input LR0626 and you included a picture of 0626LR. There were limited cars in the lot. That is kind that you post you would charge $39 to appeal a ticket that was clearly paid for, but based on the 28 other BBB complaints, it appears you prey on any discrepancy you can find with your unsuspecting customers. What a racket.

License plates serve one common purpose: to identify motor vehicles. There is only one unique license plate number per vehicle, and this is the one that we use for enforcement purposes. We follow the guidelines of the **************************************************** for identifications.
Customers are responsible for ensuring receipt of payment (electronic or printed) before leaving their vehicle. If issues occur, you must park in an alternative location. It is crucial to ensure accurate LPN entry during payment, as receipts are generated instantly, allowing for immediate verification by the customer before walking away from the parking facility.
An incorrect LPN entry results in a vehicle not being identified in the payment system. If an incorrect LPN is entered and the receipt does not match the payment, the payment is in violation of the rules and regulations of the location.If a vehicle is impounded, the release fee is $248.00 plus taxes on the first day and increases to $398.00 plus taxes after two days. We parked for the ****** game on Friday, 6/13. We used a kiosk and paid with a credit card. The charge was supposed to be $5.45. On my phone screen, it stated that I had until the next morning at 7 am. We only needed about four hours (6-10 pm). The kiosk was park mobile. Apparently, the system never actually charged the card and I was given a ticket for $155.00. I believe there is a system error especially since there was an employee changing prices in the machine at the time of arrival. It first attempted to charge me $10.90 but he changed it to the correct price of $5.45. The ticket indicated that this would increase to $190.00 if not paid. I tried to call Park Mobile and Parkontrol and basically, there is no recourse. Why would anyone avoid paying $5.45 to receive a $155 ticket? I have proof in my app that I added the car and the credit card but no proof of payment. This system is predatory and intentionally designed to deprive people of due process. Thank you for bringing this matter to our attention. We understand your frustration and appreciate the opportunity to respond. While we acknowledge your intent to pay and the steps you took, unfortunately, we rely on confirmed transactions directly reported to us by the payment provider.
The lot where you parked has very clear signs with instructions on what to do if the kiosk does not provide a receipt: If no receipt is issued by machine, DO NOT Park in this lot.
You must confirm you have a final electronic receipt or a printed receipt from the kiosk in your hand before leaving your vehicle. Do not walk away from your vehicle until you confirm the above information.
We have multiple payment systems. All the payment systems at our properties provide immediate receipts, allowing the person using the parking facility to make corrections immediately. Failing to verify the receipt for a completed payment incurs the risk of the vehicle being Towed, Booted, or receiving a Citation.
Signs on the property also clearly state that vehicles parked in violation of the posted Terms of Use or Rules and Regulations or parked without advance payment are subject to being issued a parking citation/ticket and fee, being booted/immobilized, or being towed and impounded. Instructions for paying for parking are posted on signs throughout the property. See also *****************************************************************************.
The Payment System has been down three times in more than 17 years of use. Every time the system is down,ParKontrol **** is notified immediately. This was not a Payment System ********* other complaints have come in from any other customers for this property for this time frame, and all other customers successfully paid and/or extended time with zero issues. Parking payments are verified electronically before a citation was issued.
Instructions for disputes are available at ******************************************************************. Current citations also include dispute information and a QR code linking to the payment/dispute site. Payments are processed electronically, and non-payment is verified electronically before citations are issued.
Citations will not be dismissed for failure to pay, expired parking pass, parking pass payment after citation was issued, or failure to read signage and comply with parking rules.

I am rejecting this response because I am attaching what I received from ParkMobile. It shows that I added a credit card and added the car, but I didn't get a receipt for payment nor did I screenshot the item that came up on my phone saying that I had until 7:00 am the next morning. There should be some recourse in these situations. $155 is outrageous for a $5.45. There needs to be a way to check the machine to ensure it is working correctly. Several other people have complained about the same thing and you keep sending the same canned response. It is patently unfair to the consumer and these predatory tactics should not be allowed.

Parkontrol *** is claiming I didn't pay for parking, but I did. I have a record of the charge going through my bank account and paid at the only available kiosk which did not print a receipt for me. We have definitive evidence that you did not pay the payment system for the vehicle LPN and the lot where you parked. We checked the payment system, multiple times, against the license plate number of the vehicle that received the citation and there was no record of payment for that license plate number. According to the payment records, you have never made payment for that vehicle license plate at any of the locations that we enforce.
All vehicles must comply with the parking facility's rules and regulations. This policy ensures the safety and security of the premises. Fairness requires consistent enforcement.
Disputes are only considered for dismissal if you have verifiable evidence that no violation occurred of the parking Rules and Regulations. Together, the operate a public parking lot north of the ****** **** **************** On 5/27/2025, I parked my vehicle in this parking lot and registered the vehicle using the ** codes posted at the lot. Due to what I believe to be an error in their online system, I was never billed for this registration and the registration was not saved in their system. Following this, Parkontrol *** issued a parking ticket for $155. The ticket indicated that this would increase to $190.00 on 6/04. I disputed the ticket using Parkontrol's online dispute system due to the above-mentioned reasons. Nowhere in the dispute system indicated that a fee would be imposed for disputing the ticket, but on 5/30 I received an email denying my dispute without any examination of their online system, and with no other recourse I attempted to pay the parking ticket. The ticket was now listed as $195 in their online system and included a $7 service fee, bringing the total for the ticket to over $200 despite the date listed on the ticket as the start date for the increase having not arrived. I believe that Parkontrol is predatory with their pricing and with their dispute system, as they seem to deny any disputes provided that they have a picture of your license plate, and will subsequently increase the cost of the ticket without warning if any dispute is filed. This policy serves to deny Georgians of their ability to fairly dispute predatory parking tickets and to incentivize Parkontrol and Elite Parking to fail to maintain their online registration system so as to generate profit.Business Response

Therefore, your request for dismissal was denied inside the ParKontrol *************** It is the against the Rules and Regulations of the facility where you parked to park without making payment for the vehicle LPN parked in the facility.
All the payment systems at this property provide immediate receipts, allowing the person using the parking facility to make corrections immediately. Failing to verify the receipt for a completed payment incurs the risk of the vehicle being Towed, Booted, or receiving a Citation.
Customers must ensure they have received a valid parking payment receipt (electronic or printed) before leaving their vehicle in the lot. This receipt must match both:
The correct parking lot
The correct vehicleAcceptable forms of proof include an in-app receipt, emailed receipt, or printed paper receipt.
If you cannot produce valid proof of payment, you must park in an alternative location. Vehicles without valid or correctly identified receipts may be considered a security risk and are subject to enforcement.
A "No Payment" citation incurs a $155.00 violation fee, and you filed a dispute that was denied, which incurs a $39.00 Hearing Fee for a total of $194.00. An additional processing fee was from the credit card company that processed your payment. The information regarding the Hearing Fee was displayed next to the dispute button when you filed your dispute, clearly visible before the dispute was submitted. This $39.00 charge is also published at ****************************************************************** for your reference. Lastly, this hearing fee is also in the ParKontrol terms and conditions. We do not increase the cost without notice.
The $39.00 hearing fee covers a portion of the time-intensive dispute adjudication process.
You were notified in advance of your dispute that your citation would not be dismissed. The citation that you received stated: Citations will NOT be dismissed for failure to pay, expired parking pass, or failure to read signage and comply with parking rules.
Your BBB complaint does not deny that you did not pay for parking.
There are clear signs throughout the parking area detailing how to pay for parking using the convenient ParkMobile app. The Signs at the property read as follows "BEFORE YOU WALK AWAY", Pay Immediately after Parking. Towing, Booting, and or Ticketing Strictly Enforced 24 Hours / 7 Days a week. In addition to the app, this facility is also equipped with kiosks for parking payment. We understand this may be inconvenient, but if you are unable to pay, as the posted signs at the location explain, you must vacate the property and park elsewhere. This is a citation, but the car could have been Towed or Booted,which would have been more inconvenient and expensive. The facility that you parked in has limited parking spaces, and the Rules and Regulations of the property do not allow the facility to be used as storage for unidentified,unwanted, unpaid, or abandoned vehicles.The ParkMobile payment system has been down only three times in more than 17 years of use. Every time the system is down, ParKontrol **** is notified immediately. This was not a ParkMobile system outage. No other similar complaints have come in from any other customers for any property that we enforce for this time frame.
Our auditors and ************** are accurate, verifiable data collectors in their processes and check payments against each LPN before they write a citation. A small percentage of vehicles are Towed, Booted, or given a Citation.

I am rejecting this response because:While I am not able to see your back-end regarding the payment system, I know that several other people (one of whom I work with and have spoken to regarding this) were issued tickets at the same time and report to have attempted to pay through the online system. I do not dispute that I parked in the lot nor that payment for doing so was not removed from my account, and I am not opposed to paying the cost of parking. That said, a good faith effort was made to comply with your parking system which was not able to be completed due to technical difficulties with your system. I cannot account for why you did not receive any notification that the system was down.
Additionally, a $150 ticket is wildly higher than that issued by other private parking companies in *******, which typically charge $35-50 if paid within the first two weeks of issuance and typically increase to $75-90 after that time period.
Further, nothing on your website or on the ticket made any mention of a "hearing fee". Only after I filed my dispute was I made aware this. No other company of which I am aware charges for returns or to dispute potentially unfair charges, much less an additional 25% above the initial disputed amount for what amounts to a form letter rejection. Allowing this practice not only disincentives consumers from ever disputing a charge (as rejection of a dispute is entirely at the discretion of your organization and so even valid claims may be rejected with little to no recourse) but also incentivizes your company to issue tickets with abandon and reject any and all disputes, because the most profitable business model for your company is not $21 a day per car for parking; it's $200 per ticket and rejected dispute. This is a predatory business model at its most clear.
To reiterate: I am absolutely willing to pay the initial cost of parking. Further, while I would point out that the costs of your parking tickets are absurdly high in comparison to other parking fines within the city of *******, what is truly predatory is your retaliatory "hearing fees" which incentivizes your company to issue tickets maliciously and to refuse disputes with impunity, and disincentivizes Atlantans and guests from out of town from exercising their right to contest alleged parking violations.

There were multiple choices of how to pay at the facility where you parked: the app (that you mentioned), and also kiosks for parking payment. The Signs at the property read as follows "BEFORE YOU WALK AWAY", Pay Immediately after Parking. Towing, Booting, and or Ticketing Strictly Enforced 24 Hours / 7 Days a week.
As was stated in our responses to your dispute within the ParKontrol *************** the hearing fee is stated right next to the dispute button. You cannot dispute without seeing the notice. Dispute. Please note that this dispute button is only available for seven days after the Ticket has been issued. A hearing charge of $ ***** will be applied to your Ticket for any upheld Ticket. A dismissed Ticket will have the $ ***** hearing charge removed plus the original ticket amount dismissed. Please be aware that if the Ticket is not paid on time or Dismissed, this violation will be forwarded to a debt collection agency for collection, which may result in further legal action against the Owner of the Vehicle. See attached screenshot. As already stated on your citation, we do not dismiss citations written for failure to pay.

I parked in a garage for my son's concert performance on 5/18/2025 at "The Loft" in midtown *******. I paid $10 for "0-9 hours" parking at the kiosk. ParKontrol LTD. (U.S.) audited the parking facility where your vehicle was parked, and it was found to be in violation of the parking facility's Rules and Regulations. As you have correctly stated, there was no record of payment for your License Plate Number (hereinafter LPN) in the system before the citation was issued. Therefore, your dispute was denied inside the ParKontrol, **** ************** on 5.21.2025.
Citations are not dismissed for entering the tag number incorrectly, failure to pay,expired parking pass, parking pass payment after citation was issued, or failure to read signage and comply with parking rules.
If an incorrect LPN is entered and the receipt does not match the vehicle, the vehicle is in violation of the rules and regulations of the Parking facility. It is crucial to ensure accurate LPN entry during payment, as receipts are generated instantly, allowing for immediate verification by the customer before walking away from the parking facility. If an incorrect payment is made, a new, correct payment should be made immediately to prevent TOWING, BOOTING, OR CITATION.
Because you did not pay using the correct LPN, you were given a no payment citation. A "No Payment" citation incurs a $155.00 violation fee, and you filed a dispute that was denied, which incurs a $***** Hearing Fee for a total of $194.00. On 5/09/25 I parked at ************ with you guys. Yalls spots were too small for normal stock sized f150. My truck was on the line and I got a $75 ticket. I took a picture and disputed it and it got denied which is fine. But the ticket says after 7days the price will be raised to $150 and after 20days it will be sent to debt collections. (U.S.) audited the parking facility where your vehicle was parked, and it has been found to be in violation of the parking facility's Rules and Regulations.Your disputed ticket has been investigated, and ParKontrol, **** determined that your truck was parked over the line. Customers are responsible for parking correctly in their chosen parking space to ensure the safety of their vehicles and those around them. The proper procedure would be to pay for two parking stalls if you take up more than one stall. If you have trouble parking in the lot, you must park elsewhere.
After entering your citation number or license plate number, the 'Dispute' button is prominently displayed below the 'Review and Pay Tickets' option, along with detailed information about hearing fees. You were clearly informed there would be a hearing fee if your dispute was not dismissed.
When you initiated your dispute, you were informed of the $39.00 hearing fee for denied disputes, which was displayed next to the dispute button. This fee was disclosed before you filed your dispute. The hearing fee was assessed immediately when you filed your dispute. Dismissed disputes have the hearing fee and any applicable late fees reversed. However, your citation was denied, so you have payments due for both the citation fee and the hearing fee. I had to park across the street from the ****************** capital for an important meeting. I parked in a lot managed by this company. We found no dispute filed under your first or last name, preventing us from verifying or addressing specific issues.
In all cases, payment is required before you walk away from your vehicle as the signs clearly explain (before leaving the parking location, you must have a valid parking receipt or digital parking receipt in your possession). In addition to two payment options using a phone, which give almost instantaneous receipts of payment, many of our enforced parking facilities are also equipped with kiosks for parking payment which also give paper receipts. All payment methods allow a user to receive payment verification before leaving the parking facility. Our auditors electronically verify payments and capture photographic evidence before issuing citations.
Citations include a QR code linking to a payment website with a dispute option.The citations also include ****************************** which gives instructions on how to dispute. Terms and conditions are available at ***************************************************************************** .

I paid online per instructions to park in a lot near the **************** on 2/21. I have a receipt and two follow up messages from Parkontrol. When I returned to my car, there was a yellow envelope on the windshield with a $155 fine for nonpayment. I walked through the parking lot to try and find an attendant. There was no one. I called the number on the ticket ************ and left a message about the ticket and my car and left my name and number. I have not received a phone call. I went to the location listed as the company street address; it is the ***************************************** explained in my voice mail, my car has a temporary tag, having just picked it up from the dealer on 2/20. I did not have a license plate number so I entered Temp Tag. There is no information on the ticket about how to address an incorrect citation, simply how the fines will be increased for nonpayment and other extreme measures. I went to the Parkontrol web site to submit an email. The only contact form has a note that it is not for disputes. How then is one supposed to dispute a violation? I just discovered a button to dispute a violation on the Parkontrol site. However, it only appears if you click to pay a fine! However, we investigated the location in person where you parked your vehicle and found the parking operators standard Terms and Conditions sign that explains that - vehicles with temporary tags must input the Temporary Tag Number into the payment system - was not present at the location. For that reason, we dismissed your citation on March 4, 2025. The notification was detailed in the email that was sent to you.
The dispute process is accessible and clearly marked on the payment website. After entering your citation number or license plate number, the 'Dispute' button is prominently displayed below the 'Review and Pay Tickets' option, along with detailed information about hearing fees. I was at the ********** for a student leadership event and had parked in a ParKontrol lot for the third day in a row. I paid online as usual, went to the event, and returned to find a ticket on my windshield. Through either a glitche on their website or a signal loss, the final screen must not have submitted. I went online and disputed the charge as directed, entering the circumstances, screen shots of my successful payments the two days prior, and a screenshot of my internet history showing the process phases of car type, duration, method of payment, and review. There was past history of payment and good faith attempts but either cell service or their faulty website prevented a successful payment. Now my payment owed shows $194 when on the ticket it says that I have until March 03 before the cost goes up to $190, and today is only February 26, 2025. They are even violating their own terms by increasing costs before the date written on the ticket. The denial has a do not reply email address so that you cannot ask for a managerial review of the process or seek to appeal higher to someone in operations and to confront them about this increase in cost before the deadline. A payment glitch and the failure to receive a receipt reasonably suggested that payment did not process.
