******************************* a General contractor received $100,000 for permitting impact fees, and deposits on electricity, plumbing, HVAC system, so on and so forth. Our impact fees came out to $25,000 which is based on the final estimated cost of our build out. She told us she could do it for ******* however $25,000 is based off if we were doing a build out of $600,000 therefore she was already priming to overcharge us. In addition to taking our money, she has become nonresponsive. The other $50,000 she claims she put towards deposits. Because of her unresponsiveness who decided to fire her however she refuses to return any of the deposits or let us know what subcontractorsr that have our deposits so that we can find a GC and work with those subcontractors that have our money

On 9- 5-20, we contracted w/contractor to break through a back wall and install 2 picture and 2 transom windows & to replace the current windows with hurricane impact windows. On 9-21-20 contractor said a permit appl was submitted & the windows ordered. On 10-13-20 contractor suggested a change to the windows losing the transoms and making 3 large picture windows which we agreed to. Contractor advised this would not change price or del date. 1-29-21 3 picture windows were delivered which were not what we agreed to. No transoms. Contractor said bldg dept would not approve change. This was a lie. On 2-2-21 contractor advised construction would start on 2-4-21, Another lie. We learned the 3 transoms were not ordered until 1-30-21. We fired this contractor and hired a new one. Transoms delivered 3-24-21. May 5-22-21 new contractor installed windows. Windows totally DISTORTED. Cont refuses to refund cost of new windows $5468.90. Paid them $7,000.

      Business response

      10/19/2021

Business Response /* (1000, 9, 2021/09/13) */ Complete Solutions USA Inc. takes pride in satisfying all of our customer's needs and requests. Unfortunately, due to permit issuance and window manufacturer time frames - all that were disclosed to the customer from the beginning- did not meet their satisfaction. At that point, customer signed a legal release document and hired another contractor to perform the work. We helped both the new contractor and customer with the transition in an amicably and professional manner. Next time we heard from the customer we were made aware of the fact that one of the large windows had a distortion in the glass. Windows at that time were already installed by their new contractor. Owner of Complete Solutions made a visit to the customer's property herself to access the distortion and assure help with contacting window manufacturer to correct any issues. Window manufacturer agreed to replace distorted glass within a 6 week time frame. Customer made the decision to hire another manufacturer and pay them directly, instead of taking the resolution offered. A refund amount for the glass was then offered. Customer is demanding a much larger amount and threatening to file complaints with BBB and Florida Construction License board. Both Complete Solutions USA Inc and EMC have offered resolutions. I was notified via email from ***** ***** to NO LONGER CONTACT THEM AGAIN. At this time Complete Solutions USA Inc will honor the offer to refund the amount for the glass only. Not the amount they are demanding. Consumer Response /* (3000, 11, 2021/09/13) */ (The consumer indicated he/she DID NOT accept the response from the business.) Complete Solutions lives in their own reality. From the very beginning this company has been untruthful in their dealings with us. On September 21, 2020, contractor advised windows were ordered and permit application submitted. On October 13, 2020, contractor proposed changing windows to eliminate transoms. We agreed in writing. December 10, 2020, **** ******* from contractor's office emailed us that "windows were almost ready". January 29, 2021, 3 windows were delivered to our home by EMC Windows and signed for by a representative of Complete Solutions. They were NOT the 3 large windows we agreed to. They were the original windows without the transoms. After contacting Contractor she replied that the Building Dept would not approve the permit. She said we did have the transoms for the top and that there was a communication error in their delivery. We reviewed our permit. There was NEVER a revision application submitted by contractor. We learned from our new contractor that the transom windows were not ordered until January 30, 2021. February 2, 2021 contractor advised work would begin Feb 4. No one showed, called, or emailed. We emailed Contractor that if the job was not started by February 4 and the transoms delivered we wanted to cancel our contract. Our new contractor was in touch with Complete Solutions on many occasions (all in writing) to deliver the transom windows so they could get started. Contractor delayed (she knew she didn't have them as stated) and would not deliver them until she received a fully signed Termination Agreement and Release of all claims. Contractor stalled and stalled because she knew the windows were not ready and finally on March 24, 2021 the transom windows were delivered. Because of Contractor's lies and delays our new contractor had to reschedule our job for months later. On May 22, the windows were installed and to our horror they were grossly distorted. Contractor did come to our home and agreed they were terrible. She reached out to EMC and but as of June 29 she was still waiting for EMC's timeline for delivery and assurance they would not be distorted. Further, EMC wanted to charge us for the installation. We filed a complaint with BBB against EMC and they said they sent the money for the windows to Complete Solutions. We emailed her and asked about the disposition of the money and all we got was CRICKETS. We paid contractor $7,000 for these windows and had to pay an additional $5,400 to Guardian WinDors to replace these grossly distorted windows. This is an extremely dishonest contractor who doesn't tell the truth. We would like the money EMC sent to Contractor and would like contractor to refund our money for the windows.
