      on April 22nd I purchased a 2019 Ram 2500 that had a rebuilt title. The dealer repeatedly said all it needed was a windshield washer fluid level sensor and tires. I paid $40,000 via a loan with USAA and $600 for delivery CoD. Upon the vehicle arriving i discovered body damage to the grill, hood, both front fenders, both front doors, and both A-pillars. Also there were many dash warnings on. Upon having it inspected by the State of GA, it failed the safety inspection. The list of issues includes ABS, ESC, 4wd, cruise control systems are all inoperable. The front left frame perch is split in 3 places. The front left frame rail was improperly cross sectioned. The front left radius arm is twisted. The rear mount of the front left radius arm( where it meets the frame) was improperly repaired. I have spoken with 3 body shops, the GA inspection shop, and 2 ram dealerships and no one has any idea of how this was considered a proper repair, or how is was "passed" to receive a "rebuilt" title. The salesman keeps changing his story, that there were no problems, but then admits to some of the problems. The dealer is now refusing to make any concessions or return the vehicle and get my money back.

      Business Response /* (1000, 5, 2022/05/26) */ About 6 months ago I bought in Copart a 2019 Ram 2500 vin ***************** with title salvage and total loss of Texas. The truck was repaired and in February it passed the inspection at the Miami DMV to obtain the Florida rebuild title. The title was released on February 28th. After this date the truck was put up for sale. I previous bought this truck for a customer. After getting the rebuilt title he decided to sell the truck. It was bought by ***** ****** ****, a Georgia client, who paid for it with a USAA Financial Services loan of $ 40,000. He didn't even come to see it. The truck was transported to Georgia. We sent him the Carfax and the copy of the title for the bank where it appears "previous salvage", "previous insurance total loss" and rebuild title. Three weeks after receiving it, he started asking for money because, according to him, the truck hadn't been repaired well. Before that moment I never have had any relationship with him, neither by phone nor by email. He asked for $ 18,000 and then the total refund upon return of the truck. Now I am threatened with a DMV report and a fraud report. I state that the buyer knew that the truck was a previous salvage total loss, so much so that he claims that he is unable to register it because it was badly repaired. I tried to explain to him that the inspection in Florida was done by the DMV and not by any body repair like in Georgia and that I have no responsibility after the truck has been inspected and found suitable for sale. I also spoke with the person who fixed the truck and he confirmed to me that it was in good shape. It is useless. Either I give him some money or I take the truck back or he will proceed to report me. The customer can do nothing against me because I have no responsibility. I certainly did not carry out the inspection myself. My suggestion is that the buyer reports the Florida DMV which approved the inspection of the truck and issued a rebuilt title. As I already said I certainly couldn't issue a rebuilt title by myself. Consumer Response /* (3000, 7, 2022/05/27) */ (The consumer indicated he/she DID NOT accept the response from the business.) I was assured that the truck was properly repaired and had no issues except the windshield washer fluid sensor and needing tires. Its odd that the truck was taken to Miami for inspection, as the regional office has to do the inspection. The regional office for this business is in Palmetto FL(opposite direction). Also funny that several independent facilities have said the repairs were improper. Otherwise I would have it tagged and titled by now. Also i was repeatedly advised to have the vehicle shipped instead of coming down due to the tires needing to be replaced. I'm including the pictures of said "repairs" and the more than 2 dozen active codes in the trucks computer from the day I received it. I am paying to have the truck properly fixed, and will be seeking damages from the dealer. No I didn't threaten you. I have already filed a complaint with the State authorities. Good Day. It seems he does not understand he bought one truck inspected and passed by DMV of Florida. I am absolutely confident and I am waiting for the decision of DMV. The same information I was promised and never given. Why would Palmetto have the information when it was taken to the private facility in Miami for inspection? Still awaiting repair paperwork. Consumer Response /* (3000, 15, 2022/06/20) */ Please see attached Business Response /* (4000, 17, 2022/06/22) */ Mr. ***** asks for the documents relating to the repair of the truck. The documents were handed over to the DMV at time of the inspection. If Mr. ***** wants the documents required by DMV it means he does not trust the Florida DMV. In this case he must open a case against the Florida DMV challenging their judgment and request the DMV to deliver to him the documents. Mr ***** continue to dispute the location of the inspection saying we should have done it in Palmetto. Mr. ***** has no right to tell me where to carry out an inspection, in fact it is not his business. He has a rebuilt legal Florida title in his hands and he needs nothing more. Anyway the location of the inspection was chosen based on the waiting list. Palmetto 17 days, Miami 2 days. I have nothing more to say to Mr. *****. I await the opinion of the Palmetto DMV. Lies, and changes subject. Repair work was promised to me, and was not provided. No issues other than washer fluid and tires, but has multiple issue. Disabled ABS system, frame still broken/improperly repaired, hood latch sensor, wheel bearing, no cruise control, no 4x4, no ESC, etc At the least negligently liable, at worst criminally so. Undoubtedly will result in judgement in our favor. Either through state or civil.
