The company I worked for selected *** as the 3rd party administrator for our HSA/HRA program. When the company filed for bankruptcy and closed, we were informed in Feb. 2024 that our HSAs would be converted to an individual account and we would be charged a monthly admin fee unless we used all of our funds or rolled over our accounts to another HSA.I requested a rollover distribution and when I received confirmation, I learned that I was shorted $25.00. When I called ***, the person on the phone immediately told me it was taxed because I closed my account. I told him I didn't "close" my account, I requested a rollover distribution (non-taxable under IRS rules). He put me on hold for 10 minutes, then confirmed what I already knew. He then went on to tell me that forms "clearly said at the top" that they charge $25.00 for closing an account. I asked to speak with a manager. ***** got on the phone and told me that the forms said I would be charged $25 for closing an account. Spoiler: the forms do not disclose the amount of the charge. ***** then told me that PNC charged the fee and I had to get the refund from them. (The *** 2023 fee schedule states that they can charge "up to $25" for "closing an account" and *** refuses to explain what kind of situations they wouldn't charge less than $25.00)I contacted PNC, they confirmed they have not been the custodian of the funds since 2021. I called *** back and asked to speak with a manager. I was told she was out of the office and she would call me back the next day. It's been 2 weeks and they are still not responding to my question. When I left a review, they said it was the custodian who charges the fee. The check I received was from *************** whose HSA program is run by *********** ********** defers back to Optum and Optum doesn't disclose their fee schedule. I want my $25.00 refunded due to the lack of transparency and utter disregard for customer service.

      1 star

1 star is too much for this garbage company. They refuse to respond to customer complaints and if they do, they lie. I called to find out why $25.00 was taken when I requested a rollover distribution and was initially told by **** that it was taxes. When I told him that was not possible, he placed me on hold for 10 minutes then said it was because they charge $25.00 to close accounts. I demanded to speak to a supervisor when **** told me that it says on the rollover form what the charge was. ******, the supervisor, told me that the charge was from PNC who was the bank for ******* could take it up with them. I contacted ********** shared, in writing, that at the request of WealthCare Saver (RMRs custodian), they stopped holding the money in March 2021. When I contacted RMR again, nobody responded to my inquiry. I called again last week and talked to ***** who told me that their office manager wasnt in and had no voicemail or phone he could transfer me to. He took my contact info & said the manager would call me the next day. Its been 3 business days and I have NOT gotten a response from them. They have no problem stealing your HSA funds, but suddenly cant be bothered to address concerns or complaints.

      Rocky Mountain Reserve Response

      04/03/2024

We apologize for the lack of communication. Most HSA custodians or custodial banks including the custodians we use charge a $25 fee to close or transfer a HSA.  Rocky Mountain Reserve doesn't receive any part of the $25 fee.
