The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.

On September 9, 2021, in the Gilpin County Combined Court, the State of Colorado Plumbing Board and William Craig Innis Sr.; and Hwy 103 Plumbing & Heating entered into an Order Re: Plaintiffs’ Application for Entry of Default and Motion for Default Judgment and Order of Permanent Injunction.

The Court finds that William Craig Innis, Sr. (“Innis”) and HWY 103 Plumbing & Heating (“HWY 103”)(collectively referred to as “Defendants”) were properly served with the Complaint and Summonses and are in default for failing to answer or respond within the required time.

On April 20, 2005, the Board issued to Innis a master plumber’s license in the state of Colorado, number MP.00188950. Innis was so licensed until February 28, 2021, when his license expired. Innis reinstated his license on June 16, 2021.

On January 24, 2008, the Board registered HWY 103 as a plumbing contractor, with registration number PC.0001729. HWY 103 was so registered until August 31, 2011, when its plumbing contractor registration expired.

As a result of Defendants’ unregistered practice of plumbing, on November 1, 2019, the Board issued to Innis, dba HWY 103, an order to cease and desist from engaging in the business of a plumbing contractor in the state of Colorado without registration, in violation of section 12-155-108(3), C.R.S. (“Cease and Desist Order”).

On or about February 20, 2020, an undercover investigator for the Department of Regulatory Agencies’ Office of Investigations contacted Innis by phone and requested installation of a water heater and examination of the home for other plumbing issues. Innis confirmed that he could install the water heater and perform any other plumbing work, and that his rate was $140/hour.

Defendants are in violation of section 12-155-108(3), C.R.S., because they continue to engage in the business of a plumbing contractor in the state of Colorado without registration, in violation of the Cease and Desist Order.

Defendants are in violation of section 12-155-108(3), C.R.S., by continuing to engage in the business of a plumbing contractor without the required registration.

Defendants are hereby immediately and permanently restrained and enjoined from the following actions:

a. Violating the Cease and Desist Order;

b. engaging in the business of a plumbing contractor without the required registration; and

c. violating any other provision of the Plumbing Practice Act and the rules promulgated thereunder.

As of May 16, 2022, Hwy 103 Plumbing is licensed as a Plumbing Contractor under License Number PC.0001729.  Please verify that a company is licensed here.

On October 14, 2022, Better Business Bureau contacted Hwy 103 Plumbing and Heating requesting the modification of its advertisement. Specifically, 103 Plumbing and Heating is displaying BBB's seal on its website, http://www.hwy103plumbingandheating.com/. Use of BBB's seal may imply BBB Accreditation, although 103 Plumbing and Heating is not currently a BBB Accredited Business. 

BBB's name and seal are federally registered trademarks owned by International Association of Better Business Bureaus and may not be used without IABBB's express permission.  

Despite written requests, as of October 31, 2022, Hwy 103 Plumbing and Heating continues to display BBB's seal and has failed to remove the verbiage from its website.
