On 12/31/2022 we experienced an enormous amount of rain resulting in flooding in our downstairs music room. We believed the exterior wall (below ground) had a vapor barrier and insulation installed, during repairs we discovered it did not. No vapor barrier and, instead of insulation, the wall was filled with construction debris. We also discovered that no underlay was placed between the concrete floor and the laminate flooring despite being provided with a roll of what we were told was underlay and a box of laminate flooring that were left over from the job. This was only discovered when we had the front wall repaired (removal of construction debris garbage inside the wall that was mildewed and moldy, had a vapor barrier installed, repaired the wood damage to non-treated supports used for the front wall shelving) and the music room flooring reinstalled (underlay and new laminate flooring). We notified 21st Century by email on 08/28/23, the by mail on 09/11/23 and again on 09/27/23 and received one non-responsive reply stating the work had been permitted and approved by inspectors. We cannot prove the water damage was a result of the work that had been done but it should be noted that the room that had been remodeled had previously had a vapor barrier and insulation and we have never experienced flooding. However, we do take issue with the poor workmanship that had been performed and that we were lied to about the installation work. When we had 21st Century provide an outrageous estimate for repairs after the flooring their quotes ($38,000 for the inside repairs and $72,000 for the installation of a french drain and sump pump outside) we chose not to work with them again. What concerns us now is that the laminate flooring for the rest of the downstairs rooms does not have underlay and the remaining exterior walls (side of the bedroom and wall behind the built in music storage in the music rooms) most likely also do not have vapor barriers or insulation installed.Business response

The basement work was completed, inspected and permits signed off by the City in October 2017. The work 21st Century performed ***************** was contained to the interior of the home. The ******** received historic rainfall, atmospheric rivers and high winds this past winter 2022-2023. ************* has not experienced rainfall totals like this in over 100 years. Unfortunately, like yourselves, many homes and buildings at that time experienced damage and flooding. However, the work my team performed in 2017 is unrelated to the flooding and water penetrating the exterior of your building.
1. The contract does not call for a vapor barrier. We would not install vapor barrier to interior walls.
2. The contract does not call for an underlayment. The concrete slab was sealed prior to the installation of the engineered wood flooring. There is no underlayment with this type of application.
