This content is based on victim and potential victim accounts. Government agencies and legitimate business names and phone numbers are often used by scam artists to take advantage of people.
I still have no idea how they got my information. I just happened to notice a small charge for a couple of dollars, didn't think much of it. But then again in a few days, and again and again, each time the amount grew by $2-$4! And the the debits each time we're made in the wee hours of the morning. So I did a little research and found that these websites were not only a scam, but I had no need or use for their so called services!
