On August 31, 2024, I made a payment of $44.95 to *************************. However, due to a technical issue in their system, the payment was never linked to my account, which caused me to miss my scheduled boat trip. I have since requested a refund, but the seller has not responded and has ceased communication. I'm now seeking assistance in resolving this matter.Business Response

After extensive research, I have found that **** *** enrolled into two different boating courses within a matter of two minutes from each other and is why there was confusion on the refund of monies. I have refund one pahyment to her, and the other payment has been applied to her current baoting course that she is in the process of compelting.Warm regards,

We signed up to take the boat course like we did a couple years ago. We like to rent boats when we vacation but since we dont go boating very often, and we wanted to take a refresher course for safety while we are out on the boat on vacation. I noticed on my credit card statement that I was getting charged after I already paid for the course. When I called to tell them about the issue, they said that I clicked on an automatic renewal. I didnt know such thing if there was a button clicked for automatic renewal then their website has it clicked already. I do not recall anything being clicked whenever I paid for the course. They refused to give my money back. I paid almost $100 for this course and it was only supposed to be $40. Also, no where on my receipt did it say that there would be an auto renewal.Business Response

Hi ******,
After reviewing your account, I have found upon registering you selected to automatically renew your course after 90 days. This is not a mandatory feature and the box must be checked during registration to add this to the course (see image provided). Because this box was checked at the time of registration for this course, this feature was added. If you do not check this box, your course would not renew and your account would not be charged. Your course would simply expire after 90 days if was incomplete. As noted in this case, the box had been checked during the registration. You must also acknowledge the Terms of Service to complete a registration for any of our courses. The Terms of Service includes our policy that courses and auto-renew are nonrefundable. Unfortunately, these auto-renew charges would not be refundable based on the selections made and terms agreed to at the time of registration.
When you reached out to our office on May 18,2024 we also explained this to you and provided you with an image of the registration as well.
I do apologize that a more favorable outcome could not be provided.

I am rejecting this response because: I never checked a box to keep renewing. I would not do that because the only reason that we were taking the course was because of going on vacation and renting a boat. We were still getting charged months after our vacation was over. It makes no sense on why I would check that box. I think the box was already checked in, sadly, it was an oversight on my part. I own my own business and cannot imagine charging clients for services that they did not get. I guess everybody runs their business different and some people are greedy.Business Response

paid $60 to ilearntoboat.com for a boating license then paid $20 to ilostmycard.com to receive a hard copy of the license. the website says it will ship out 10 days then later it says 3-5 weeks. tomorrow is 5 weeks and i have sent an email, tried the online chat 3 different times and tried to call twice. cant get ahold of anyone.Business Response

On 3/19/24 at 746am you sent an email to our office, before business hours, in which you receved a reply we would answer during regular business hours. We did not respond to your email as you called our office at 8:36Am and spoke to our representative who assisted you in ordering a replacement card on ilostmycard.
On 4/22/24 you did a live chat into our office at 8:07Am, you abandoned the chat before we could get to you and assist.
At 8:30Am, you called our office and abandoned the call before you could to an agent.At 835am , you sent an email into our office asking about your card and stating you had not received it yet.
At 836Am, you sent another live chat into our office asking about your card, but signed out of the session before we could assist you.
You logged in from another device at 8:50Am and sent another live chat asking about your card- in which you did wait and got asisstance from our representative who explained our website states the card will be shipped within 10 business days and can take 3-5 weeks to come in the mail through ****.At 9:00Am you called into our office and abandoned the call before you got an agent.
At 9:03 Am our represetative reached out to you again on chat verifying your mailing address, and advising again it can take 3-5 weeks for the card to arrive in the mail via **** and asked you to give a few more days to see if it arrives. Our represenative also gave you an electronic copy of your card for your use.
Lastly, on 4/22/24 at 12:37pm an email was sent to you and other customers notifing you of an issue and a delay in our card shipping and your card had been affected. We also offered you another electronic copy of your card for use.

Paid to Company $69.95 In Oct 2023 for "PA ilearntoboat Course", Received email with download. I went to the website in March 2024 to take the course. I was advised "my time limit to take the test had expired and if I wanted to take the test I would HAVE TO PAY AGAIN". I paid $69.95 for a product I DID NOT RECEIVE. Website reports "NO REFUNDS". I am rejecting this response because: I paid for a product or service NEVER received. Can I open a business and charge customers money for a product they never receive? "FRAUD"..Sorry that I have to work 2 jobs to stay alive and was unable to take their course in the "allotted time". They couldn't offer me a token to take the course that I was charged for? They are just going to take my money? NO PRODUCT RECEIVED. EVIL. FRAUD. Do your employees go home and say "HONEY!! GUESS WHAT!! I am sorry you had this experience. After reviewing your course registration, I have found you registered for the I Learn to boat course on 10/19/2023, as stated on our site you are only allowed 90 days to compelte this course before it expires. In our terms of service that you agreed to upon registering it does state this and that no refunds are given. When you logged in on March 27,2024 you account had expired and would not allow you access as your course expired on 1/19/2024.
I apologize a more favorable decision could not be made at this time.

Never delivered promised license after completing and paying for course. Only received a temporary license by email with a statement that license would follow by mail. Hello,
Thank you for bringing this to our attention. After reviewing the account I have found **************** took and completed his boating license course August *******. A temporary license was issued to him at the time of compeltion that was valid for sixty days while his permanent boating card was being printed and mailed to him at his address of ***************************************************Per our records, ******************** permanent card was printed and mailed on August 22,2023. Upon completing the online course, we do advise every customer it will take 3-5 weeks for their card to be recieved via *****
**************** reached out to us Feb 8, 2024 advising he had not recieved his permanent card. We were able to verify the address we have on file for *************** is the correct address the original card was mailed to via ***** As it had been over six months since his card was issued we do not have the capability to send him a free courtesy card. We explained this to **************** and advised since his course was completed over six months ago we would not be able to issue a courtesy, however he could order a new card on our website. *************** was upset with this decision.

I am rejecting this response because:
No where was it disclosed that I had a limited time to complain that I did not receive my license. In fact, I thought it would come from an official NYS agency after completing the course. The business has claimed that it was sent (without proof) and said that it should have come within 12 weeks (see attached) while also saying I only had 12 weeks to complain it never arrived.
Simply put, I ordered a product and it was never received. I don't understand why I would have to pay an additional $20 for a slip of paper that should have already been sent. The business would rather spend time and money arguing over simply sending what I paid for (at negligible cost to it).

On Thursday, October 12, 2023, I logged into www.boat-ed.com, which is a business owned by Kalkomey Enterprises, LLC. I created an account and paid $9.99 for a boating license course. I was doing the course on my phone, but their website was not allowing me to select certain answers during the practice test, so I switched to my computer. When I logged onto their website from my computer, it did not allow me to even see the course I'd already paid for. It instead required me to pay for a different test which cost $39.95. It didn't even give the previous $9.99 option course. It was just constantly pushing the $39.95 course and other additional courses. I attempted to contact them, but they do not provide a phone number. Their only mode of communication is for the customer to submit a complaint form through the website. I can't wait for them to response to me days later, I need to obtain this license today because I have to go on the water. I already paid for my vessel.I want the BBB to contact this company and hold them accountable for knowingly committing fraud. I also want a full refund.Business Response

my apologies in the delay for responding. I have researched your account to reviewed the experience you had.
I have found the original course you registerd for on your cellphone for our ******* temporary boating license for $9.99. When you made the switch from your cell phone to a computer, it seems you were trying to register for a new account on ******************** for $39.95 instead of going to the correct website and signing into your current account. We did receive a message from you via our support chat at 8:59am and responded to you the same day at 9:24 am with the correct website you needed,
On our website we do provide a phone number you can call our support staff as we open Mon- friday 8am-8pm cst and Sat- Sun 8-5 pm cst.
I have reviewed you account as well, once you recieved the correct website you logged into your ccount and compelted the Flordia temporary boating license at *******, recieving your license at that time. Due to theses finding no refund will be given as you have completed the course and received your boating license.

On Oct 12th you emailed in again and advised if you did not receive your card in the next few days you would be calling the FCC and BBB On Oct 14th you emailed in and advised you had contacted FTC and BBB. Due to higher than normal volume during this season, we responded to you with an email yesterday 10/20 in which we attached a copy of your permanent card for you to use while waiting for your hard card to arrive in the mail. If you would like me to send another email of your card to you to use please let me know, I have double checked with our printing company that there have been no delays in your card, and is still set to arrive within the 3-5 week deadline. AS we are now in week 4 of the 3-5 week delivery I do ask that allow more time for your card to be received via USPS, it will be arriving in a plain white envelope with no markings. I was in Florida and wanted to rent a boat for a day. In Florida you are required to pass ** educational and safety course to drive a boat. The state of Florida partners with a variety of companies to provide this service. I attempted to use "ilearntoboat.com" which is owned by ******** Enterprises LLC. After purchasing their service for $54.95 on August-XX-XXXX I attempted to login and begin the educational/boating safety course. The website was nonfunctional and I was unable to proceed (see attached screenshots). I filed a support ticket for help which went unanswered until 2 days later. Since my trip to Florida was over the service was no longer of use to me. Now they refuse to refund me. I have filed two support tickets asking for a refund. They have not answered a single phone call nor email. I am disappointed in their service and hoping they will refund me. I took the 6 hour boater safety course online. Its coast $24.50 course, and pay a $17.00 state fee. I also paid extra for the plastic boater wallet card. I finished the course July 28, 2022. I've emailed them several times because I haven't got my card yet. I've not gotten any response back from them. They claim its a Missouri-approved course to complete your online boating safety education. Boat-ed.com is a delegated provider for the Missouri State Highway Patrol, Water Patrol Division.
