    I met with ***** Chiapinni, owner of NexBuild LLC to complete renovations to a property I purchased in 11/2021. It is commercial property and requires a general contractor to do work. I informed ***** that the property was commercial property and required a general contractor license. ***** assured me he was a general contractor. I signed a contract with ***** on April 25, 2024, for renovation of commercial property on *************** in ******** and paid a down payment of *********.He began work at the property on 4/29/2024 and completed demo of 2, first floor rooms. He purchased wood for framing and dry wall. He came to me for a second installment and was paid another ********* on 5/3/24 for a total of *********. On May 29, 2024, ***** stated in a text that inspection by the city was delayed. On May 31 and stated he needed to update his current license and had to retest for Scranton. On June 11, he stated he took the test and awaiting results. June 17, he stated he passed the contractor test and submitted the test and packet to Scranton for their review. June 26, he stated he was to resume work at property on July 5. July 5, I went to property to find no one there and no work being done. I contacted ***** who stated he was finishing up another job which would take two weeks to finish. July 22, he stated his ********* was in an MVA and critically injured and this had delayed his other job. He would get back to my property by August 1. The excuses and delays continued through August. Met with ***** in September and did a walk through of the house to review scope of work. He installed framing of the first-floor bathroom. October 3 was the last time I talked to *****. He has not responded to any texts or phone calls. October 10 was the last time I contacted him. I left a voicemail and text but he has not responded. I recently learned ***** does not hold a general contractors but has a handyman license. ***** has misrepresented himself to me.
