The company has not properly sent out notices of fees being due admitting numerous customers had not received their bills in the first month of the year and now are sending out notices 6-7 months letter with hidden fees in their invoices. This new bill does not show what date it was printed out, mailed out or updated. The statement date is labeled January 21st 2025. However, the fees added have been made after that date. They refuse to take responsibility for failure to notify customers of fees due , blame the postal service, and also do not have a line item description of what fees are being charged. I found that because my bill was failed to be sent out in the beginning of the year an interest charge was added that is not on my bill but was notified after calling and demanding answers on what I was being charged for. I am not the only one this is happening to.

We are writing to provide clarification regarding the assessment statements and related interest charges.
Assessment statements are mailed every year in mid-January. These statements are hand-delivered to the post office by our staff. Once delivered, the statements are considered out of our control. Despite consistent mailings to the same addresses for many years, we unfortunately receive a significant number of returned envelopes marked undeliverable.
Occasionally, mail is returned with a yellow label marked Nixiea term used by the postal service to indicate a delivery failure. In many cases, the postal service does not provide an explanation for these returns. Weve been advised to remove the yellow sticker and re-mail the statement. Before doing so, our staff carefully verifies the address on file against the one on the returned envelope.
In some instances, we have received returned mail from two or three years prior, all at once. When mail is returned, we make every effort to locate an updated address or a working phone number to contact the patron. Each returned piece is documented in the patrons account and held until contact can be made.
In this case, the patron has been a member of the district since 2018 and is well aware that we bill annually at the same time, with the same due date each year. While we are not obligated to send a second notice, we choose to do so as a courtesy, understanding that people sometimes misplace or overlook their assessments between mailing and the due date. The "hidden fees" are interest fees of $13.60 because the account has not been paid.
Please be advised that there are no hidden fees in our billing process. Just as with a mortgage or car payment, failure to pay on time results in interest or late fees. The charges applied to this account were interest fees for a past-due balance, in accordance with district policy.
We hope this clarifies the situation. Should you have any further questions or concerns, please dont hesitate to contact our office.

Contact was made with the patron this morning. There have been no changes during the last several years Ms. ******* has resided at this property. There has never been a set schedule for water delivery. As in previous years, water is available for use when it is accessible. However, availability may be limited on certain days due to scheduled deliveries for patrons with larger properties that are upstream of her property.

There was approximately 1 inch of water in the ditch this morning, which was sufficient for the patron to place her foot valve into the ditch and begin pumping. This was the same amount of water she reported having yesterday. If the patron feels she needs more water, she will need to stack the ditch accordingly.
