    April 3, 2025 my apartment thermostat read 76. I switched my thermostat setting to cool and dropped the temperature to 72. I awoke in the middle of the night due to feeling overheated. When I checked my thermostat it read 78.April 4, 2025 at about 5:30AM I submitted a repair ticket for what I thought was improperly functioning air conditioning system since the thermostat was reading 77 and only producing room temperature air at that point. That same morning at 7:09 I received an email from Millbridge Gardens that my repair ticket had been cancelled. I proceeded to call the leasing office and spoke with an employee named ******* about the situation who informed me that I do not have the ability to access my own air conditioning until Labor Day weekend and in addition I do not have access to my heat until October 1st despite me having an individual thermostat in my apartment unit that I am responsible for paying utilities on. Her only suggestion when I asked what I should do or what could be done in this situation was to purchase a fan. Again today April 19, 2025 my apartment reached 80 degrees with all windows, screen doors, and fans running throughout apartment and is maintaining 77 at 1am this morning April 20, 2025. After review of my leasing agreement, I have found that there is no clause in which it is stated that the apartment complex will control of my thermostat. In addition, my lease states that I am responsible for paying all of my utilities and specifically outlines air conditioning as one of those utilities. Also, my leasing agreement states that I can not place a window air conditioning unit in my windows unless provided by the complex. This was never an offer extended to me when I attempted to address the situation over the phone.I will be sending a formal written complaint to the landlord in a second attempt for the problem to be remedied but wish to make this issue known here as well.

    As a landlord, we must abide by the ******************************************, Truth In Renting.  Every resident is issued a Truth In Renting booklet at move in.  

    The ******************************************, Truth In Renting states the following:

    STATE HEAT AND UTILITY REQUIREMENTS
    ********* and Multiple Dwelling regulations establish heating standards for
    buildings with three (3) or more units. For buildings with fewer than three (3)
    units, tenants need to contact their local building or health offices for enforcement
    of local ordinances regarding heating. Every unit or dwelling space must have a
    heating system that will provide and maintain heat at a temperature of 68 degrees
    F. The landlord is responsible for maintaining a temperature of at least 68 degrees
    F. from October 1 to May 1, from 6:00 a.m. to 11:00 p.m. and 65 degrees F. at other
    hours, supplying the required fuel or energy, and maintaining the heating system
    in good condition so that it can provide the required amount of heat. However, a
    landlord and a tenant may agree that the tenant will supply heat to a dwelling unit
    when the unit is served by separate heating equipment and the source of that heat
    can be separately computed and billed.

    this company as to apply for apartment 2bdrm feb 2025 to also wait to submit document personal information as $500 hold on a apartment to be first floor no step to have a leasing agent which was M **** TO give all information .to as to a person to she said who do a credit/background check around march i made 2 deposit to be 250 /250 debit march1st then march 7th checking as to get denied from this apartment complex yet to call about the email of this to ask when my refund would be as to say7/14 days only to tell me i will get $140 refunded back no this we never given$140 to this place now this was as to not wanting to return all of a full refund$500 called the ***** number as to be the process of appicant **** for this company to say rental corp office as to tell me they are not or do they see me in the system to reach out to millbridge office as to yet still no refund as to be put back into my account this was a Scam or fraud AS TO NEVER SEEN THE FIRST FLOOR APT FOR WHICH WE HAD A HOLD ON AS TO SAY THAT THIS WAS A DOWN PAYMENT AS TO A APPLICANT FEE .WHICH IS NON REFUNDED AS TO SAY I WAITING 30 DAYS YET TO CALL/ EMAIL NO RESPONSES. REQUESTED TO SPEAK TO OFFICE MANAGER AS TO CORP STAFF Nothing or no one very rude as to need of retraining there staff .

    Good afternoon,

    We are in the process of refunding Ms. ******* $140.00.

    Ms. ******* made 2 payments of $325.  Her account was billed for 2 nonrefundable application fees totaling $150.  On 3/10 we received an insufficient fund for $325 and her account was billed $35.  On 3/11 the application was denied, 3 attempts were made to refund the $140 however the credit card information provided by Ms. ******* was invalid each time.  On 3/25 a manger spoke with Ms. ******* explained her account and informed her we would mail the payment to her address.  We have attached her ledger.
