DO NOT HIRE NIGHTMARE EXPERIENCE WITH **** ***** / BLUEPRINT WINDOWS LLC My experience with **** ***** of Blueprint Windows LLC was a complete disaster and a warning to others. In January 2025, I hired him to install hurricane impact windows. After securing HOA approval, I paid him a $9,000 deposit on March 10 which he quickly cashed.After that, everything went downhill. Despite repeated outreach and my full cooperation with city and HOA requirements, Mr. ***** failed to pull the required permits. He even tried to have me, the homeowner, listed as the contractor, which the City of Plantation confirmed was improper.Over the following months, I bent over backward to accommodate his delays: sending notarized authorizations, offering to meet in person to help with permits, and agreeing to revised terms. Still, he never delivered materials, never pulled permits, and never started work.When I requested that future payments be contingent on passing inspection a reasonable protection after months of stalling Mr. ***** agreed, only to later backtrack and send me a threatening email demanding another $9,108.44. He claimed my $9,000 deposit was forfeited and threatened to lien my property and sue me in small claims ******** work was ever done. No materials were delivered.This is not a contractor acting in good faith this is intimidation. Ive documented every step and will be pursuing legal action. We respectfully dispute and deny the claims made by Mr. ******** ****** in this complaint. His statements are false, misleading, and omit critical facts that materially change the context. Mr. ****** is currently in breach of a valid agreement, and his complaint appears retaliatory following our legal demand for unpaid materials.
Background:
Mr. ****** signed a written estimate for the supply of custom hurricane-impact windows and doors and paid a $9,000 deposit on March 10, 2025.Based on this agreement, custom materials were ordered materials that are non-returnable and specifically manufactured to his project specifications.
He also agreed in writing to a defined payment schedule for both materials and services.
However, he later refused to sign the service agreement along with required permitting documents, which was required to proceed with the project timeline.
Critical Legal Compliance Issue:
Mr. ****** refused to sign both the permit application and the Notice of Commencement, both of which are legally required documents in the State of ******* in order to pull a permit on residential property.Florida law prohibits anyone from signing these documents on behalf of homeowners, unless provided with a legal document properly notarized and authorized, which was not the case here.
When we advised him of this legal requirement, Mr. ****** still refused to sign then suggested we sign the documents on his behalf, which would have violated state permitting laws and placed both parties at legal risk.
Because of his refusal to complete these required steps, we were legally barred from submitting the permit application, and therefore could not begin the work a fact he has omitted in his complaint.
Addressing False Claims:
? No materials were delivered Custom materials were manufactured and scheduled for delivery by Mr. ******* but Mr. ****** refused to pay the remaining balance and accept delivery.? Never pulled permits We were not legally permitted to submit the permit application without his signature, which he refused to provide.
? Threatening email or intimidation Our email was a lawful and professional final demand for payment and notice of lien rights for unpaid materials standard practice under Florida law and fully within our rights.

I am rejecting this response because:Mr. **** ***** is a total fraud. I have given him my notarized signature to pull the permits, see attached that has my notarized signature of the Notic of Commencement provided to him and I instructed him to pull the city permit to begin the project. This was given to him after he had refused to even pull the permits. **** ***** had initially wanted to begin the job WITHOUT any pulling any city permit in which I stopped him from doing so because it is against the law to start a project without permits. That was when I started to suspect **** ***** either did not have any valid license under his name to pull a permit on his own or his workmanship is so bad that he could never pass a permit inspection. He had used someone else's license; ******* **** of ****************** to pass our HOA approval application process. **** ***** has been performing jobs over several years now as an unlicensed contractor in *******! **** ***** took my $9000.00 deposit and never did any work nor provided any materials! I want my deposit of $9000.00 back from **** *****.
To end, I gave **** ***** the deposit in good faith based on the quote he provided on March 10th, 2025. I had filled a police report in City of Plantation ID no. ***********. I have retained an attorney to represent me when we go into litigation.
This case is far from resolved till he returns my hard-earned money plus attorney fees.

I am adding these documents to prove that **** ***** even threatened to put lien on my property even though he had no legal grounds to do so as he never performed any work on my property at all! No material nor any work was ever done! All **** ***** ever did was emailing me and texting me that my order was supposedly put in but never started the job and when I enquired about whether any permits were ever pulled for this job, **** ***** that no permits is needed if one has the "intention" of pulling it. I have 133 text messages between **** ***** and myself and eve emails detailing our exchanges. **** ***** claimed I never wanted to sign the Notice of Commencement (***), which is a lie because I had provided him with a Notarized signature of the *** which **** ***** never used. In the end, **** ***** is an unlicensed contractor in ******* conning innocent households. **** ***** needs to be stopped from defrauding future innocent households! I have retained an attorney to represent me and **** ***** has my attorney's contact information. **** ***** MUST retain all my deposit of $9000.00 and contact my attorney for further communications. Mr. Sufians response contains numerous false, defamatory, and legally serious accusations. These are no longer consumer complaints but deliberate attempts to damage my personal and professional reputation through fabricated allegations.
His claim that I took $9,000 and provided no materials is false and provably untrue custom, non-returnable materials were ordered and made available, but he refused to pay the balance and accept delivery. He is in breach. I would also like to disclose that Mr. ****** has had and has always had the opportunity to accept his custom windows and doors by simply paying for them and accepting delivery at which point he would not lose any money whatsoever, yet he refuses to take possession of his windows which begs the question, is this really someone who is trying to move forward or look for any reason or excuse to avoid it? One can only assume.
His new claim that I attempted to work without a permit contradicts his earlier refusal to sign the permitting documents including the permit application and Notice of Commencement which are legally required for to submit any permit application. His refusal halted the project, not any misconduct on my part.
In addition, after weeks of back and forth with the Broward County records department Supervisor (Name of individual will not be disclosed for privacy purposes for the time being), Mr. ****** did provide a blank signed and notarized Notice of Commencement which was not filled out. That would invalidate the document itself which is listed below.1. Improper Notarization:
Florida law prohibits a notary from notarizing incomplete or blank documents.
Florida Statutes 117.107(10) explicitly states:
A notary public may not notarize a signature on a document if the document is incomplete.
Since this NOC is blank except for the signature, the notarization may constitute notarial misconduct.
2. Fraudulent Intent / Misuse Risk:
Having a notarized blank NOC could be used to later fill in misleading or unauthorized information.
Attempting to have a contractor (you) complete the blank document after notarization raises serious ethical and legal concerns.
His statement that I am unlicensed and using someone elses license is both false and defamatory. All licensing, permit submissions, and HOA paperwork were conducted in accordance with Florida law through a licensed contractor of record, as required.
Mr. ****** has now escalated this to public defamation and reputational harm. I have retained full documentation, and I may begin to entertain pursuing all available legal remedies, including a potential defamation lawsuit.
I respectfully request that the BBB:

Remove this complaint for violating BBBs Terms of Use related to false, defamatory content.

I am formally rejecting the response provided by **** ***** of Blueprint Windows LLC. His claims are false, misleading, and part of a pattern of deceptive behavior. Mr. ***** has failed to perform any work on the contracted project and has wrongfully retained my $9,000 deposit, despite no materials being delivered, no permits pulled, and no visible progress made.
Contrary to his statements, I have never seen any of the alleged materials he claims to have ordered. He repeatedly stated they were in a warehouse, yet has provided no documentation, invoices, delivery receipts, or photographic evidence of these custom windows and doors. At this point, his claim that such materials exist is entirely unsubstantiated.
More concerning, Blueprint Windows LLC is not licensed in the State of *******. Mr. ***** misrepresented his business during the *** approval process by fraudulently presenting someone elses license specifically, that of ******* **** to suggest legal authorization to perform work in this state. This is a serious matter and has been reported to the ********************************************************** (DBPR).
Regarding the Notice of Commencement (NOC), Mr. ****** assertion that I refused to sign it is completely false. I not only agreed to sign, but I also provided him with a notarized version once I confirmed with Broward County that it was appropriate for a homeowner to do so. Even after I fulfilled this request, he continued to delay. He was unwilling to proceed unless I accepted legal responsibility by signing off on the building permit in place of him something I refused to do for obvious legal and ethical reasons.
It became increasingly clear that Mr. ***** had no intention of pulling a permit himself, likely because his company is not legally authorized to do so. Despite months of delays, excuses, and shifting responsibility, he never moved the project forward. The process began in January 2025, and over six months later, nothing has been done no work started, no permit filed, no materials delivered.
Instead of resolving the situation, Mr. ***** responded with an email demanding an additional $9,108.44 for materials I have never received. He threatened to file a mechanics lien on my property and sue me in small claims court despite failing to meet even the most basic contractual obligations.
If Mr. ***** wishes to defend his reputation and stand by the quality of his work, I invite him to complete the project as agreed. I remain fully willing to cooperate and have already stated in writing and verbally that I will sign and notarize any required documents to move the job forward. All I ask is that he:
Properly pulls the required permits as the contractor of record.
Organizes a qualified crew (if one exists).
Delivers the custom materials he claims were ordered.
Completes the installation of the 14 windows and 3 sliding doors per code.
Passes final inspection by the City of Plantation.
Once all of the above is completed, I will gladly pay the remaining contract balance in full, as agreed from the beginning. That is the fair, legal, and honorable outcome I have requested from the start. If Mr. ***** truly values his professional standing, he should be willing to meet that standard now with no further delays, excuses, or misrepresentations.
For the record, this is not the first time **** ***** has failed to pull permits. My neighbor experienced a nearly identical situation in which he hired Mr. ***** for a four-window impact installation. Mr. ***** failed to pull a permit for over 18 months, despite repeated follow-ups. My neighbor remains a witness to this pattern and has also submitted a statement to DBPR.
In summary:
No work has been performed.
No proof of materials has been provided.
No permits have been pulled.
The contractor is not licensed.
The contractor has resorted to threats rather than fulfilling contractual duties.
I stand ready to defend all of my claims, provide documented evidence, and present witnesses in court. If Mr. ***** chooses to proceed with litigation, I welcome the opportunity to have the facts reviewed in a legal setting.
This is not about smearing anyones reputation. I have no incentive to pursue this matter beyond receiving the service I paid for. I only want the work completed legally, properly, and to code nothing more.
