The merchant was contracted for $120 to do a tune-up on carburetor that was on my moped, which had brand new fuel lines, clamps and filters. The price was to make all adjustments to the carburetor, change the spark plug and fix the idle so the vehicle ran properly. The merchant was explicitly told (when he suggested) that I would not pay to replace the carburetor or buy a new carburetor, because the carburetor on the vehicle was brand new and working (I drove the moped to them on it's own power).The next day the merchant calls me to pick up my moped, and tells me they changed the carburetor without my permission and against my explicit objections to doing so. When I asked him "What was wrong with the carburetor that was on it" he replied "I don't know, I just changed it". So the merchant never did the tune on the carburetor he was paid to do, then changed a part he was explicitly told not to replace, then continuing in his fraud proceeded to demand payment in the amount of $256.80 for a tune-up that was never done and a carburetor I never agreed to pay for or replace. They threatened me that if I didn't pay, they would keep my moped (theft).The merchant also tried to lie and state they used a quality Italian carburetor instead of a "*******" one. The moped is *******, the motor is *******, all the parts on it are *******... and they only work with ******* parts. The part the merchant put on it is a $30 item from Amazon (from *****) that was fraudulently claimed as Italian. The merchant also stole the new, quality fuel lines, filter and fuel line clamps I had installed, then installed cheap vacuum line where the fuel lines were, a cheap filter and failed to install fuel clamps. This will lead to fuel deteriorating the lines, gumming up the carburetor and a trip back to his shop in a year to fix the problem he created. He stole my parts, replaced them with inferior parts that are designed to fail and create further issues - another account of fraud.
