    We appreciate the opportunity to respond to the concerns raised by ******* ***** regarding the security deposit and living conditions at our property.

    The tenants security deposit of $2,000 was partially withheld due to a combination of (1) failure to provide the required 30-day written notice before vacating the property, and (2) costs associated with tile materials and installation work that were initiated by the tenant without prior written approval from management. Upon further review and correspondence, management agreed to adjust the initial refund and issued a revised refund of $1,068.55 as a good-faith resolution. This updated refund amount was communicated to the tenant via email on May 14, 2025.

    The tenant reported an odor in the unit, which our on-site staff promptly investigated. At the time of inspection, no conclusive evidence was found to indicate a sewer gas leak. While we acknowledge the tenants concerns, we found no reports from other residents in the area experiencing similar issues. Additionally, the home was inspected by the ***************** after Mr. ***** departed and there was no concern of a sewer gas smell and provided approval for another tenant to reside in the home.

    As for the reported mold and hurricane-related damage: The damage to the flooring was inspected once the unit was accessible and safe following the hurricane. We understand the tenant chose to replace the flooring themselves. However, per the terms of the lease agreement, unauthorized alterations are not reimbursable unless pre-approved in writing. However, we credited $300 back to Mr. ***** and we did not charge the $200 cleaning charge that is stated in the lease. The only charge toward the security deposit was for liquidated damages due to a less than 30 day notice to vacate.   

    We understand the tenant felt communication was lacking during a stressful post-hurricane period. Like many local businesses, our response time was impacted due to storm-related outages and staffing limitations. Despite this, our team made continued efforts to respond to the residents' urgent needs during this time.

    We strongly dispute the characterization that our company skirts the law. We follow all relevant housing laws and program requirements, and we are committed to serving all residents respectfully and equitably. Our participation in government housing programs is conducted with full compliance to applicable regulations.


    We regret that Mr. ***** was dissatisfied with his experience. We have attempted to address his concerns in good faith, including a revised refund beyond what was contractually required. We hope to have resolved this matter amicably.

    ******************** with ************ The plumber came in this morning to install a brand new hot water heater, it's been 2 weeks since I had hot any hot water. He came in this since this morning 7/9/24 n ****** both opened the door to the hot water heater n found/saw a Big / ***************** Rat laying/sitting there. I immediately screenshot pics n immediately sent it to my landlord (New Start Property Management, n also did another maintenance order for ************ it's been over 2 hrs or more since I reported this to ******** have yet to get a response back. This is not the 1st time about the rats, they can be heard in the walls n in the loft, this is the 2nd time they have been in my apartment. It was reported n we the tenants were told by management that "If we didn't like it, Then we Leave/Get Out." No compassion or empathy @ all. But yet they want to constantly go up on the rent n constantly adding fees without notice. I have been here since "99" n these are the worst n inconsiderate people that has gotten the place. When you put in an or or report something we the tenants get repremented n threaten to Get Out. I don't complain, grumble or bother them unless something is wrong. But having to deal with n breathing in the toxic fumes n foul odor of dead *********** is awful n sickening. It's sad. Ive found lil tiny rat/mice bones in the ** vent when I changed my ** filter. They can call, ************* the tenants, but the tenants can't call them only texted n it's a while before they respond back. My rent has been jacked up to $1200 n fees being added daily. They try n fix the outside to make the outside looks good but the inside of these apartments is a mess.

    We regret to inform you that we were unable to install the water heater due to a gas issue that required us to obtain a permit from the city. We are still waiting on the city to approve the permit so that we can proceed with the installation. We understand the frustration this may cause and assure you that we are doing everything we can to expedite the process.

    In regards to the rodent issue, our pest control team has been working diligently to eradicate all rodents from the building. This process can be lengthy, but we are taking all necessary steps to ensure that all soffits and entry points are closed off and baiting and trapping measures are in place.

    As for the mold concern, we have not received any work orders from the resident regarding this issue. We take all maintenance concerns seriously and encourage residents to report any problems promptly so that we can address them.

    Additionally, we would like to bring to your attention that *********************** rent rate is significantly below market rate, and we have implemented minimal increases over the years. We understand her desire to keep the rate the same, but unfortunately, we are facing increased property taxes, insurance costs, and maintenance expenses that necessitate a slight increase in rent.

    New Start Property Management is committed to addressing *********************** concerns in a timely manner. We are empathetic to the frustrations she has endured and are dedicated to rectifying these issues. We appreciate your understanding and patience as we work through these challenges.

    I am rejecting this response because: The Business is Flat out Lying about there being a gas issue which required them to not being able to obtain or prove a permit from the city. This is not true that's a lie that they told to cover they're A****. We have central *********** we have electric appliances. There has never been any notices or awareness of any gas issues any where here in this area or in this complex, so they actually lied about that. There was noone out here working on any gas issues. I've spoken with the city code enforcement officer ************************ on last Tues 7/30/24 n he clearly stated that New Start Property Management or **** the maintenance vendor are lying n that they has Never Applied nor Submitted a work permit to replace this water heater. ************* clearly stated that there is nothing in they're system showing where there was a Application ever Filed or Submitted. So they are trying to cover they're a**** by lying about a gas issue that never occured n trying to hide behind the ********************* Nothing was or has been reported about a gas issue no where around here. Again I have been here since 1/99 - till this present time 8/7/24. These are the worst set of landlords that I have had since I been here. I never had a land lord to *********************** they're tenants n makes them feel reluctant n hesitant about reporting something or anything wrong or to be fixed in they're apartment, by up n raising up their rent, ( nothing to do with facing increased property taxes, ect) n telling n saying to they're tenants "IF YOU DON'T LIKE IT, GET OUT/MOVE OUT" by a particular property management/owner it's very rude, distasteful n hurting. They lied about saying that they encourage they're tenants to report when something is wrong, No they don't, there is No encouraging/encouragement but instead there has been back lash for *************** hurt about it. When ******* came out ******** met him for the 1st time, he was showed everything personally n he took pictures with his phone from the hot water heater, the a/c coils(which needed to be cleaned of the mold in there), he was showed personally the ceiling in the bathroom which he took pics of n was reported over a yr or so ago when **** was doing they're maintenance for ********* never came back to fix the ceiling from the over flow from upstairs. What ever happened to that work order I don't know, but it was reported, he was even n also showed the insulation that was falling from the vent in the back bed room which he also took pics of. ******* was even showed the pic of the big wood rat that was in where the water heater was. Exactly about ***** mins after ******* left my home, I received a phone call from the ac guy wanting to come n clean the coils of the ac that very same day, then on that Friday **** (pest control guy) popped up to my home wanting to do a walk through, I told him the same thing I told ******* about the rodents, hearing them in walls n in the ceiling. **** set 2 big rodents clamp trap in where the bad hot water is n then he left, he said that he would be back on Wednesday to check them but never came back, he also said that he was sent  here by *******, that's the last I seen him. This building has not been up to code or up to part since 2008, but we were made to get renters insurance n the amount had to be about $10 - $100,000. Over all, it's been a whole full mth n 7 days (6/29 - 8/7) I have been without a hot water heater n No hot water n not being able to properly bathe n wash n these people has done nothing, not even attempted says the code enforcement officer. The wrong hot water is still sitting outside in the front in front of my window. There's other situations going on but nothing is being said or done about it. I'm just being honest about it n speaking on it, I'm not going to lie about it or for them to make it look good for them. I literally sat here in tears while speaking n talking to *******, when you struggle to give every dime you have to or towards your ********** don't have a dime left to put food on your table or in your refrigerator to eat, n not able to pay other bills because of n get treated this way ********** hurts to the core.

    We are writing in response to the complaint filed by *************************** regarding her experience with Newstart Property Management. We understand her frustration with the delays in getting certain items repaired and want to address her concerns.

    First and foremost, we want to clarify that we do not reprimand our tenants for putting in service requests. The original response stating that there was a gas issue requiring a permit was incorrect and was written by mistake. There was indeed a permit pulled for the water heater installation, which was red tagged due to a mistake in the delivery of the wrong-sized unit. Our maintenance company had to take extra steps to prove that the water heater was delivered but not installed, which caused a delay in obtaining the necessary permit.

    We have attached all communications related to the permit and water heater installation for your review. We take these matters seriously and strive to provide prompt and efficient service to our tenants.

    In regard to the alleged communication issues with ******,we were not made aware of any such incidents and no names were provided for us to address. We do not tolerate any disrespectful behavior towards our tenants and will address any concerns appropriately.

    We have taken significant steps to address the pest control issues, including repairing soffits, trimming trees, removing palms, and implementing rodent bait boxes and weekly pest control visits. We have received confirmation that there have been no recent sightings of rodents. We are committed to upholding the integrity of our properties for the well-being of our residents and property owners.

    I am rejecting this response because: the issues still stands, the over flow from the upstairs bathroom is yet over flowing n running down in to my bathroom, water was all over the floor in the bathroom. No one never came back out to check the falling insulation of the vent that was falling. Enough is enough, I know what was said to me n how it was said, that stuck with me. I chose n decided to vacate the premises n give them they're apartment. I had gotten to the point to where I was no longer comfortable being there in that apartment, with the issues that had taken place. It wasn't comfortable sleeping, afraid of running across any more wood rats, walking into the bathroom flooded in water from the overflow from upstairs. Again I chose to vacate the premises n give them they're apartment, I felt that after being there for 25 yrs enough was enough, I should not had to live under those conditions, n dealing with those issues. So I chose n made the decision to leave. I'm in a better place with a peace of mind, I don't have to worry about rodents, breathing in nasty air, walking into the bathroom flooded with water. It was my decision to go not they'res.

    New Start gave ****** an extended period of time to pay her rent over the course of several months. We heard her reasoning and directed her to rental assistance programs and she did not obtain it. Once we no longer were able to accept the significantly small rent payments and the balance was too high for her to recover, she was told that we were at a place that we must file for eviction. At that that time all of these items were then brought to our attention. Unfortunately, if there were conversations or closed out work orders from the past or with past employees, we could not know with out any communication. When a vendor closes out a work order it alerts the tenant and/or shows completed on their resident portal. We were not informed that there were pending items from the past until the most recent communication. ****** vacated the home after she was served with the eviction.

    While we understand that the ongoing maintenance concerns were uncomfortable, we would have addressed them long ago had we known there were still pending items. I have attached the work order history for your review.

    I've worked and been a tenant of New Start 917 property management for at least eight years, during which time I've been treated harshly by it's owner and property management team. Unpaid or under paid invoices; Taking away from the original charge and submitting their own. Not being paid in full or on time on numerous occasions while other employees received payment.Yet, on top of it all: My wife passed of Cancer and breathing complications in November of 2023 into which the overlaying violations contributed to. Prior to her passing we've complained about issues of black mold and our a.c not working properly and leaking throughout our apartment. We notified the owner and management of several times to no real avail other than the a.c being rigged to function. I offered to try and resolve the issue myself yet was told not to and that someone else would address the issue after going back and forward with the then property manager giving assessments, extimates and cost of repairs. After serval attempts to resolve the complaint with management they decided it best to ignore the issue and leave the matter unaddressed by closing the maintenance request. Currently the ceiling in the living room is about to give way, I have a bucket placed on the floor that catch the droppings before they hit the carpet and the mold is still present in the ventilation, ceiling and bedroom wall.I believe it's affecting my breathing and vision . I had to contact legal age about my rent being raised in the middle of my lease agreement and to which time legal aid sided with the property management company saying that they can raise my rent anytime that they wanted to the property management team said someone rigged my lease and currently I have a lease that's been rigged with my dead wife's initials. I'm forced to leave one of the conditions they've left me in. To say the least this company is like wolves and sheeps clothing hiding behind the cross but doing the work of the devil.

    ******* was a vendor of New Start that was brought on by the previous owner, *********************. I have included a response from ***** in the attachments. When the company was purchased by *******************************, ******* continued to be a vendor and was hired often to take care of work orders/turns etc. All jobs that were billed by ******* were paid as agreed.  If this is not the case, I am requesting proof of inaccurate billing.  
    ******* was also a tenant who received a discount on his rent to clean the property. After visiting the property on several random occasions,it was found that the property was not kept up as agreed. Therefore, the discount was removed. ******* reached out to ****** via text December 7, 2023,about possibly moving.  They had a phone conversation and he asked him to sign some paperwork stating that it was emotionally unhealthy for his son to stay in their apartment after the loss of his mother so they could have rent covered for another place.  ****** told him that he couldnt do that but perhaps his sons therapist, another professional, or someone who knew his son.He let ******* know that we understood if he and his son moved and wanted the best for them.  


    On another phone conversation ****** also let ******* know that he would no longer need him for grounds maintenance around the apartment complex that he was staying.  He picked up trash, trimmed bushes, etc. for his discounted rent as well as receiving $400.00 per month for that service.December would be his last month for that service. The owner had discussed with Newstart that they had noticed that ******* wasnt really taking care of the place that well and we had decided to move in another direction.
    On December 11, 2023, being that ******* was on a month-to-month lease, we let him know that we were going to increase his rent to $1400 should he decide to stay. He asked to stay for $1250 per month and that he continues to keep the grounds work to which we declined. 


    December 29, 2024, ******* sent a text to ****** that as of then he was staying and not leaving in February.  Around March 19, 2024,we received communication from Legal Aide with a complaint from ******* that his rent was raised unfairly and illegally. After reviewing the lease that he provided, we found that it was not in the format that we use and did not reflect all the same information that we had on file, therefore it wasnt a valid lease agreement.  At that time, it was decided that the proposed rent increase would remain.


    In reference to the maintenance concerns stated in the complaint. There were 6 work orders for **** concerns from April 2021 July 2024. There was not a service request regarding mold.  ******* sent photos ceiling damage and evidence of a leak on July 1, 2024, through text after stating he had already vacated the home. A list of all work orders created from 2021 to 2024 and a description of repairs are attached for your review.
    Upon move out, the home was left in very poor condition.There was evidence of an unreported fire which caused significant damage to the cabinets, and it went into the duct work which had to be replaced.  The air filter was very dirty and appeared to have not been replaced in a very long time. Replacing the air filter is the tenant responsibility, if not changed regularly it will aide in causing damage to the **** system.  I have attached photos of the condition of the home upon moving out.

    Lies, no matter what clever excuses they make concoct I have evidence supporting whatever I say as far as the proof that's been asked for I included it also with all considered I don't like to be called a liar. But regardless I reported the mold in the building to a number of maintenance men and to the vendor portal and to ***** yourself personally and to *************************** that no longer works for them on many occasions if you want I could provide phone numbers to verify. Yeah none of this negates the fact that the conditions that the building were in with horrendous before my moving out and I reported it a number of times also you yourself ***************************** and ******* and everyone else involved with new start were aware of my wife's conditions but did nothing to take care of the problems that were reported to you numerous times. Some of the stuff that is discussed don't amount to a heel of beans to me I'm not concerned with a lot of things that you're concerned with and the fact that I asked you as a friend to help me to move my son to better conditions so that he can thrive both mentally and physically then you turn around and try to make a mockery out of me I don't appreciate that at all nor does my son I'm speaking on his behalf. Also the forgery of my dead wife's name onto some kind of least that you rigged up I don't appreciate that at all. I understand that business is business but like you said I worked for you guys a number of years and I seen how you do business That's why I'm complaining to the better business bureau. As far as the condition that I left the so-called residence in the conditions were bad before I left as you can see code enforcement has been on you guys is back for a minute now about a number of things. As far as a discounted rent I never received any kind of documentation or agreement that I signed stating such this is just another one of your smoke screens to cover up the The mishandling of your employees and your tenants I'm sure if they look further into your dealings they'll see exactly what I'm talking about. I feel as though because you guys didn't take care of all these violations that it affected me my wife and my son's health. I'm not going to sit up here and go back and forth with you like people playing tennis. You know that you're wrong but you profess to believe in a God not my God. I don't hide behind the cross while doing people wrong. As you can see in my attachments with the dates that I pointed out I did report the mold I did report the leaking ceiling and all those other matters that you're trying to overlook and pretend like I didn't prior to this whole shebang that we have running right now. As far as inaccurate billing I'm not concerned really right now at the present time with how you guys treated me during the time that I was an employee That's not my concern right now yet there have been a number of times into which I wrote an invoice for one charge and you guys turned around and paid me whatever you felt like I deserved and I have proof of this I wouldn't just be stating this if even paid at all. Yeah that's not a hear nor there. My major's concern is that you guys don't treat anybody else like this or hide and behind your fake disguises of humanity and integrity when you have none. I never lied and I never stole and I know you guys can't say the same cuz I have proof of otherwise like now. *****, didn't deserve to be living in the conditions that she was living in before she passed You know as well as I do I told you that the counts with the cancer have went down to zero. But because of these conditions I'm quite sure her condition worsen because of them. Then to add insult to injury everything following her passing was straight evil work. So no I'm not at all happy with the response that I'm getting nor the response that I've gotten and I can assure you this is far from over with because as long as I have breath in my body I will not sit back and let wrong be done and not speak up against it. So have fun with your little rallies and your little gatherings and getting together Believe me out of all of them because you've done enough harm to me and my family to last a lifetime in your pursuit of riches and wealth at the cost of other people's health and misfortune. If I was wrong code enforcement assurance insurance company and other people wouldn't be on my side supporting what I'm reporting to the better business bureau now so in some I'm not happy with the response at all as a matter of fact I don't appreciate it none it feels as though that pouring salt into an already unhealed wound.

    Since September after hurrican *** i have been dealing with mold and also my roof leaking. i have sent several maintance request to the landlords about these issues. But they are not fixed correctly at all things have been simply rigged to hold up. *** had to deal with mold being in every room which they only brought out cleaning supplies with a bucket of paint and told me to use the supplies and paint over the mold in the window seals. Which is a safety hazzard. Also having to have had to deal with a leaking roof for aprox. 1 year now and mold for 1year 6months to be exact. Then ive gotten a notice of a rent increase of 400$ more added on to a **** a month rent now being asked to pay ****. Within a months notice is when the rent would be raised. They've sent out 3 to for workers to try and get a price on having the roof fixed witched during this whole year ive heard nothing but all i could do is call and put in maintance request for months and now august 23,2023 is now when they sent someone out to finally fix the issues. As they were fixing the roof one of the workers fell through the roof while my child was on the bed and it fell on her as she was in the bedroom. Also ive told the landlord about this and they decided to send someone else out for that and he simply put a piece of drywall up in the whole whAere also throughout the whole home has no installation what so ever. There have been legal people out to my home who have taken pictures of this matter as well and advised me to get legal help. Also During this year ive been told my home is for sale then ive paid over 451$ in applacation fees just to move once ive been told this then to find out once they were contacted by legal aid now all the sudden my home was no longer for sale and was told by landlord to remove the sign that was in my yard. Id like to just get my money back and not have to live in this house anymore or be given the run around. id like to have a refund for the past year ive delt with this

    I have been in contact with the business and we have resolved the issues as they have offered to give me a refund of my deposit.
