    We had a drawing done for an addition to our house and as inspectors come in to the inspection, he found a mistake and he told my husband to get with the engineer that signed the drawings and fix the mistake and have a letter from him so we could bring it to the zoning department and get approval to continue, we called the *** services and they notified the engineer of their mistake; the engineer sent us the letter via email and charged us $750.00, we tried to reason with them not to be charged because it is their fault but they still charged us, we feel ripped off because we paid them already closed to ******** I strongly believe that we should not have been charged for their mistake.

    Thank you for bringing this matter to our attention. We
    understand that Mr. & Mrs. Molina are unhappy with an invoice in the amount
    of $750 (invoice #2413137-L) and are requesting a refund.
    First and foremost, IPC Services, did not invoice them for
    this charge.  Florida Engineering, (a
    sperate company) invoiced them. We are, however, familiar with the charge.  Their invoice from FE is to provide a “letter
    of repair” in response to a failed construction inspection on Marion County
    Permit #2024091496 for a lintel or tie beam inspection that reads: “FBCR 606.3.5.3
    PLUMBING INSIDE FILL CELL. ENGINEERS LETTER OF REPAIR NEEDED FOR RE-INSPECTION”.
    A copy of the invoice from Floride Engineering is attached
    for your reference.
    As it is always the intent of IPC Services to be as helpful
    as we can for our clients, we spoke with the Marion County Building Safety
    field inspector, Douglas Mudge regarding his failed inspection notes. For reference,
    he failed inspection 119 on 5/30/25 “Lintel or Tie Beam”.  This inspection is performed BEFORE a
    pump-mix concrete is installed into the reinforcing cells and top course tie beam
    of a concrete block wall.  Without approval,
    the installation of this pump mix is not allowed to commence.
    Mr. Mudge explained that it is against the Florida Building
    Code to install plumbing pipes inside a concrete block wall cell that is to be
    filled with rebar and concrete because it would compromise the structural integrity
    of that cell.  We agree with his assessment.
     Although plumbing pipes CAN be placed in
    a HOLLOW block wall cell…they must never be placed in a wall cell that is to be
    pumped solid with concrete and relied upon for structural integrity. Doing so
    would violate the Florida Building and Plumbing Code.
    It is also important to note that the Marion County Building
    Safety reviewed and approved plans drawn by IPC Services for their room addition.  These plans do not indicate pictorially or note
    that supply or drainpipes are to be installed inside the block wall at all.  This was a decision that was made by Mr.
    & Mrs. Molinas plumber during construction. 
     
    In our discussions with Mr. Mudge, we asked him if the plumbing
    pipes were relocated out of the filled cell, would a letter from an engineer still
    be required, and he agreed it would not be. 
    All Mr. Molina’s plumber needs to do is relocate those pipes out of the structural
    block wall cell and schedule a re-inspection. 
    And Mr. Mudge would mark the inspection approved.  

    So, in summary, Mr. Molina can either relocate the pipes, or
    obtain an engineered letter from Florida Engineering that illustrates and
    defines a proper method of relocating a structural block wall cell to another
    location. But the latter option will cost Mr. & Mrs. Molina $750.
    On 6/19/2025 we held a phone conversation with Mr. &
    Mrs. Molina. We relayed this information to them and explained that they do not
    need a letter from the engineer if their plumber relocates the plumbing out of
    the structural cell.
    They explained that they have already paid Florda
    Engineering the $750.  I offered to call
    them and request a refund of that charge IF they wanted to relocate the pipes
    instead of relocating the structural cell.
    Mr. & Mrs. Molina told me they decided not to relocate the
    plumbing out of the structural cell.  They
    no longer want a refund from Florida Engineering and have elected to proceed
    with obtaining the engineer’s letter to repair/move the filled cell.
    We are taking the following steps to assist: We have created
    a building plan addendum, free of charge as a token of goodwill, to move the structural
    cell.  This addendum is being sent to
    Florida Engineering to accompany their engineered letter. Once received, we
    will help the Molina’s submit it to the Marion County Building Safety
    department for processing.  After the
    Molina’s have completed the work directed in the addendum and letter, they can
    schedule a 119 “Lintel or Tie-Beam” reinspection.   
    In addition, we told the Molinas that should they run across
    any other issues during the construction of their room addition, to please call
    and ask for help.  We know that for an
    owner-builder, the complexities of the Florida Building and Plumbing Code can
    be quite daunting. We’ve been in this business for 25 years and are more than
    willing to help.
