Complainants typically allege that they are quoted significantly lower prices over phone than the price they are charged when the movers come to their home; in most cases those prices are doubled. Some indicate that they are not informed of additional charges until their belongings are already loaded onto the moving truck. Complainants also allege that the movers demand that the additional charges be paid on the spot in cash.
The company responds to most complaints by explaining that they use software to determine the pricing for the number of items. They explain that they are required to use a Federal Software designed to estimate the amount of space required on their truck and the software uses a database of average standard American sized items. The company also states that as a result of the lists they receive they estimate the cubic feet needed. In some cases, the company responds by providing refunds or partial refunds.
BBB believes that the complaints contain a pattern of allegations and contacted the business on July 1 and July 8, 2016. We requested the company provide to us steps that it is taking to eliminate the underlying cause of complaints, if any.
The company responded to our request on July 8, 2016 indicating that if they receive an accurate list of items the cost of the move doesn't usually change. They also state that after providing a binding or a non-binding estimate and they find out that the customer is loading more items, they talk to the customer and usually make a revised estimate. The company also explains that they inform all of their customers over the phone and by email prior to the day of the pickup the payment options they can use are: Money Order, Visa/MasterCard, Personal Check or Cash. The company states that they have no preference regarding the payment method used by customers.

According to the Federal Motor Carrier Safety Administration (FMCSA), there are several important requirements for moving and storage companies when providing estimates to customers:
Before loading household goods, and upon mutual agreement between the customer and mover, the mover may amend an estimate of charges. The mover may not amend the estimate after loading the shipment.
Binding estimates - The mover must clearly indicate upon each binding estimate's face that the estimate is binding. Each binding estimate must also clearly indicate on its face that the charges shown are the charges to be assessed for only those services specifically identified in the estimate. If, before loading the shipment, the mover believes the customer is tendering additional household goods or requires additional services not identified in the binding estimate, the mover must do one of the following three things:
a. Reaffirm the binding estimate.
b. Negotiate a revised written binding estimate listing the additional household goods or services.
c. Add an attachment to the contract, in writing, stating both parties will consider the original binding estimate as a non-binding estimate.
Non-Binding estimates - If, before loading the shipment, the mover believes the customer is tendering additional household goods or requires additional services not identified in the non-binding estimate, the mover must provide one of the following two estimates:
a. Re-affirm the non-binding estimate.
b. Negotiate a revised written non-binding estimate listing the additional household goods or services.

Movers performing moves from one location to another within the State of California are required to be licensed with the California Public Utilities Commission (CPUC).
