    ***s have a bad reputation and PPM does nothing to break that stereotype. I have yet to hear of any of my neighbors here in Raleigh having a positive experience with this group. The major frustration is a lack of communication and the ability to get them to fix issues on our behalf. I first contacted them back in January to inform them that the French Drain in my backyard is severely clogged. Each month the issue continues to get worse and the puddle that gathers grows. I have expressed concern that, if ignored, the issue could affect other aspects of my home like the ***** I have sent multiple emails. Sometimes they are ignored and other times they pass the blame to the builder (a common theme). However, the builder states that along with general landscaping, French Drains fall under the responsibility of the **** Even if it were not their issue, they should be communicating with the builder on my behalf to resolve the issue, not simply ignoring it. ??This comes after the fact that they chose to raise our fees by 30%. We pay $145 a month only to have our yards landscaped, meanwhile the *** refuses to fix any other issues, including those related to landscaping. The information they provided in regard to the increase in fees was not clear and the decision was made quickly without ample time for the actual homeowners to provide input. Since the increase, no additional services have been provided and issues continue to mount or be ignored. ??As homeowners, we are already counting down the days until we can be done with this group.

    Professional Properties Management (PPM) assists the ***** of ********* of the Association in the management and administration of the Association, and as an agent for the Association, PPM implements the decisions of the ***** of *********. The issue stated in the review has already been addressed. For the purpose of responding to this formal review, we are happy to provide an explanation. It is important to first explain that there are different roles and responsibilities within the Association. The builder constructs the homes on lots, including the initial grading and drainage. The Association is responsible for certain maintenance items as defined by its legal, governing documents. When concerns were raised regarding clogged drains, PPM reviewed the matter with the ***** and builder. On behalf of the Association, PPM directed the Associations landscaper to clear all drains, and this was confirmed as completed. Requests for additional drains or changes to the original drainage system have to be routed to the proper authority, which is the builder. PPM relayed concerns from ************ to the builder and was told that homeowner concerns regarding any initial construction elements must be directed to the appropriate department for the builders customer care. This is what ********************** relayed to ************, and we were subsequently informed that the builder had also responded to ************, confirming that no additional drains were going to be installed and no further changes were to be made. As documented in the Association's governing documents, the ***** of ********* is responsible for all financial decisions on behalf of the Association, including the budget and the assessment rate. The ***** sets the budget based on service contracts between the Association and qualified vendors. Other expenses include contributions to the Associations reserve fund for future replacement items as identified by the governing documents and inspected by a professional engineer. These are discussed with homeowners during the membership meeting. PPM values customer service and appreciates any opportunity to address concerns. We realize that in this situation, the response was not what ************ hoped for, but PPM can only direct work within the defined authority and scope that the governing documents and ***** allow. We are glad to review any new information if there is a separate issue that ************ is experiencing.
