The house was more than adequately clean. Unfortunately, the links to your move in and move out videos don't appear. Since you brought them up I will address them. The move in video is mostly a man pointing out all the outlets but it does show that the carpet in the back entryway was filthy when I moved in. The move out video is a staged, "gotcha" video. The video shows that the house is very clean, but you zoom in on a particle of dust on the floor and declare the floors "dirty". This is just an example of the contents of your video. If I didn't know the situation I would think the video was meant to be satirical. As for your cleaning invoice there is no itemized list of the cleaning costs. The law requires that you include an itemized list of each thing you are charging me for with the cost broken down. You simply included your same checklist as the move out checklist. Your "cleaners" checked off everything. Even things that don't exist in the house apparently were cleaned. I guess that's why the invoice was so high. $525? For a one level two bedroom 960 ft house that was clean! Finally, as communicated to you by the Attorney General on January 23rd, it is illegal to require the tenant to pay for routine turnover costs such as cleaning. That's reality. Regarding the water bill: I called the water utilities and scheduled a final meter reading. They could not come out until the next week after i moved out. I do not control when they read the meter or when they send me my bill. I paid it as soon as I got it. I did not trust you to pay a bill in my name and I think I made the right choice. My question is have you tried to pay the water bill? It's now February 13th. It was due on January 4th. Someone should have tried to pay it by now and realize that it was paid. Or do you not intend to pay it? The security deposit is my money that you are wrongfully withholding. I will see you in court.R.P. Management, Inc. Response

It most certainly is not illegal to require the tenant to clean up after themselves. The property was cleaned when you moved in and you are required to clean it when you move out. Leaving a property with items on the floor and dirty is not normal wear and tear nor is it considered wrongfully withholding to charge for this. Regardless, the owner has refunded you the full amount of the cleaning and refunded you the water charge since you paid it.Review from K. P.

RP Management is a company to avoid! They are withholding my security deposit in bad faith. I left the rental property clean and in better shape than when I moved in. They presented me with a fraudulent cleaning invoice for 525 dollars. They also are withholding money for my last water bill which I have already paid. They will wait the last possible moment to respond to anything. Maintenance issues were not addressed. However, on my move out day, maintenance showed up 3 minutes after the move out time. My advice to you is avoid them at all cost. If you are already a tenant of this company, keep records of everything. Take pictures and video. You will need them! Forced to give them one star I wish I could give them 0.R.P. Management, Inc. Response

************************************************We also sent the tenant the invoice from the cleaning company for which the owner was billed and had to pay. When you have a professional cleaning company, the cost will reflect all the costs that a professional company incurs. They have to pay to get someone there, then cleaning is manual work which takes time and there are cleaning materials. This is not a fraudulent charge from us. It's reality. This could have been avoided if the tenant cleaned the property adequately.
As for the water bill, we called the water department when the tenant left. There was still a balance owing so this was deducted from the deposit. The tenant emailed us on December 27th that she had just gotten the water billing and said:
"Also, I just received the water bill. It is in my name, I will pay the bill to the St **** Water Services. I will also need that refunded from what you withheld."
She had not paid it as of the 27th, Then she emailed us on the 28th:
" I need to be refunded for the water bill as it is in my name not yours and I will pay it. I just received It 2 days ago, it is not due until the 4th of January. You do not need to charge me for my own bill."
She had not paid it yet and stated that it was not due until the 4th of January. She had her SD disposition at this point and wanted a refund BEFORE she even paid the billing.
This was our response on the 28th:
For the water billing, payment may have already been sent I will need to confirm with accounting. Please note per your move out instructions you were to have scheduled the final meter reading and made payment. We always check before sending dispositions so at the 20th day after move out there was still a balance due on your water billing so it is deducted from the security deposit and paid on your behalf.
If you choose to pay it, I will need proof of payment in full through the date of your move out before any return to you is made.As of today 2/12/24 we have received no confirmation that the water bill has been paid. We will of course, refund the tenant for this once we have confirmation she paid this. She should be able to get a confirmation from the water department to show us.
In addition, the owner of the property will agree to refund half the cleaning charge if this will resolve this matter.
