I signed an agreement with **** in April of this year. He did not begin the project until late July. He neglected to submit a permit request with the city and got shut down for over a month while leaving all his supplies in my yard. During that time he called off and said he was in the hospital, delaying the job but posting pictures on facebook of his brand new swimming pool in his backyard. When he did submit for a permit, he neglected to let the city know it was a for a new porch and the full scope of work agreed upon. He only submitted for the concrete pour, which is 2 inches off and not draining properly. **** bullied me for full payment in CASH before the work was complete and against my better judgement, I paid him. When I called to let him know the work was not approved and I was unhappy with the concrete pour he screamed at me and then hung up on me. When I attempted to call back several days later I discovered I was blocked from his phone. I am now left with a porch the city will not approve and a disconnection of my downspout to the city sewer line that **** ripped out when building the porch. **** blocked me from communication and refuses to rectify the situation yet insisted he be paid in cash and promised to ensure the job was complete.
