The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.
On May 7, 2024 the Board for Contractors issued a Consent Order regarding Ronald J. Shotwell t/a Masterpiece Landscape Contracting for the following violations; 1. Failure of those engaged in residential contracting to comply with the terms of a written contract that contains the following minimum requirements, a. When work is to begin and the estimated completion date. b. A plain language clause concerning events beyond the control of the contractor explaining such events do not constitute abandonment and not included in calculation time frames for payment or performance. c. A statement of assurance that the contractor will comply with all local requirements and permits, inspections and zoning. d. Disclosure of the cancellation rights of both parties. e. Contractor's name, address, license number, class of license and any specialty services. f. Statement that any changes to the contract must be in writing and signed by both parties. g. All new contracts must have a statement notifying consumers of the existence of the Virginia Contractor Transaction Recovery Fund that includes information on how to contact the board.
