The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.


On June 20, 2023 The Commonwealth of Virginia Board for Contractors issues a Consent Order regarding Reginald Russell and acknowledges an understanding of the charges and admits to the violations.   The following acts are prohibited.  


Failure of those engaged in residential contracting are to comply with the terms of a written contract that contains the following mininmum rrequirements; 1. When work is to begin and estimated completion date. 2. A statement of the total cost and the amounts and schedule of payments. 3. A plain language exculpatory clause concerning events beyond the control of the contractor and a statement explaining that delays do not constitue abandonment.  4. A statement of assurance the contractor will comply with all local requirements for building permits, inspections and zoning.  5.  Disclosure of the cancellation rights of both parties. 6. Contractor's name, address, license number, classification and any specialty services. 7.  Statement that any modifications to the contract which cahnges the cost, materials, work to be performed or estimated completion date be in writting.  8.  Effective July 1, 2015 a statement notifying consumers of the existence of the VA Contractor Transaction Recovery Fund with information that includes how to contact the Board.   


Change of name or address,  licensee must operate under the name in which the license is issued. The license for Mr. Russell does not include a trade name.   The contract used by Reginald R. Russell reflected the name Reggie Russell Builder and also advertises with the trade name of Castle Custom Woodworks.
