STATE OF IDAHO, through ATTORNEY GENERAL RAÚL R. LABRADOR v GREG HOSKINS d/b/a UBC PRECAST

The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.


On August 4, 2025, the Seventh Judicial District Court in Bingham County, Idaho, entered a default judgment in favor of the State of Idaho against Greg Hoskins, doing business as UBC Precast. The case was brought by Attorney General Raúl R. Labrador, represented by the Consumer Protection Division of the Idaho Attorney General’s Office. 


The court found that the defendant violated Idaho Code §§ 48-603(17), 48-603(18), and 48-603C, which are provisions of the Idaho Consumer Protection Act. These sections prohibit deceptive or unfair trade practices related to the advertising, sale, or delivery of goods and services.


The court enjoined (prohibited) Mr. Hoskins from engaging in any trade or commerce in Idaho involving the advertising, sale, manufacture, or delivery of prefabricated structures unless supervised by a responsible employer or agent. This injunction was issued under Idaho Code § 48-607(6).


Mr. Hoskins was ordered to pay $10,000 in civil penalties to the State of Idaho pursuant to Idaho Code § 48-606(1)(e).


The court also ordered payment of $1,500 to the Attorney General’s Office to cover reasonable attorney’s fees and costs under Idaho Code § 48-606(1)(f).


The total amount of the judgment entered against the defendant is $11,500, with post-judgment interest to accrue as provided by Idaho law.


The judgment ensures that the defendant, UBC Precast, cannot continue engaging in unregulated or deceptive construction-related business activities in the state without proper oversight.
