After finding significant rot on the bottom of a deck post below ground level, I called JSS Property Professionals to come and recommend a solution. J Scott S*****, the owner, came out to my property and recommended raising the concrete footer above the ground to prevent the post from further rotting. I thought this sounded like a good idea, and hired JSS to do the work along with some other deck work we needed. JSS then intentionally excluded the footers from the NOC. I then asked JSS to add the footers to the NOC, and was told they'd be on the permit, but they still filed the permit without them. Then when they did the work, they poured concrete *around* the posts and told me this was for weed control, and they were not footers. When I challenged this they said it was to disperse the load (which is impossible if the deck load isn't on the concrete). This was not appropriate and could actually cause *more* damage to the posts. I had to call the county myself and have the footers added to the permit to make sure they were inspected. The inspector made JSS remove the added concrete, and provide proper drawings for the new footer construction. I volunteered to provide these at my own cost, pending JSS did the work. JSS agreed to this, but then refused to do the work unless I provided extra engineering that was required by JSS alone, and not the inspector (outside of the original scope of work) or signed a document saying they're not liable for damage, which I won't do. JSS is now saying they're not going to do the work. But we have a signed contract and I need to get this work done as the existing rot is dangerous. If JSS was not going to raise the footers in the first place I wouldn't have had them do the other work, so even if they don't charge me for the footers that's not an acceptable resolution.
