Consumers report receiving post card notices offering grant information for a fee.  The location address in Washington, DC is that of a mail handling service and is not the actual location for the company.  According to information provided by company Customer Service personnel,  consumers pay a $12.95 shipping/handling fee via credit card - no money order or COD orders - to receive a grant book guide and a user name and password to access the other information available on the company web site.  Customer Service could not explain any policy concerning dis-satisfaction with the initial order, other than only the shipping and handling fee was paid.   The web site promises access to a wide range of financial assistance through federal government, private foundations and other non-profit groups through the company's data base.  No location information is provided on the web site.
