Commonwealth of Virginia v.Service Dogs by Warren Retrievers, Inc.The followingdescribes a pending action that has been formally brought by a governmentagency but has not yet been resolved.BBB is providing a summary of the Commonwealth’sallegations, which have not yet been proven.On May 7,2018, the Attorney General of the Commonwealth of Virginia filed a lawsuit inthe Circuit Court for Madison County against Service Dogs by Warren Retrievers,Inc., and its CEO, Charles D. Warren, Jr., for alleged violations of theVirginia Consumer Protection Act and the Virginia Solicitation of Contributionslaw.In a pressrelease dated May 8, 2018, the Attorney General “specifically contends that ServiceDogs [by Warren Retrievers] and Mr. Warren violated the Virginia ConsumerProtection Act and the Virginia Solicitation of Contributions law by, amongother ways, deceiving consumers about: the testing and training dogs would undergo before being placed in a home with the diabetic person; the skills and abilities dogs would have when assisting a consumer or family member with diabetes; how the dogs could be paid for, and how long consumers would have to pay their balances; and why consumers—or those who donated on their behalf—could not receive refunds.” TheCommonwealth’s suit also “alleges that Service Dogs by Warren Retrievers andMr. Warren charged $18,000 to $27,000 for a dog that could purportedly identifyand alert individuals to life-threatening low and high blood sugar inindividuals with diabetes.”Amongother complaints, the Commonwealth alleges that service dogs provided by theorganization lacked proper training and were unable to perform the alertservices promised.BBB hasreceived three complaints in the past 36 months against Service Dogs by WarrenRetrievers. Intwoinstances, the organization addressed the complaint issues but the consumersremained unsatisfied, in the other instance, a response was provided but thematter was not resolved. Thecomplaints received by BBB include allegations similar to those made by theCommonwealth in the Attorney General’s press release.Consumerswho believe they have been injured by Service Dogs by Warren Retrievers areencouraged to file a complaint with Attorney General Herring’s ConsumerProtection Section as soon as possible.
