State of California Agreement

On March 4,2022, Target Corporation entered into a Stipulated Final Judgement with the State of California. The Judgement settles allegations of false advertising relating to the price accuracy of merchandise sold by the business. The allegations included claims that the business unlawfully charged consumers higher prices at checkout rather than the lowest advertised price for the items.   Under the terms of the Judgement, the business agreed to no longer engage in false or misleading advertising nor charge a price higher than the lowest advertised price for an item.  Target also agreed to no longer use technology that causes pricing in the mobile app to change based on the user’s location; to disclose where consumers can obtain items at the prices listed on the app and is required to maintain a price auditing program in California stores for at least seven years. Target must also pay a fine of $5 Million in civil penalties plus $373, 618 for investigation costs.  

The Judgement was for settlement purposes only and should not be considered as an admission of guilt or finding of violation of the law.

BBB contacted Target Corporation and they provided the following statement: “Target is committed to accurate pricing in our stores and has taken steps to improve our processes. The majority of issues identified in California occurred when promotions signs were not removed immediately after a promotion ended. The investigation also inquired about a technology called “geofencing” and its use with respect to pricing shown in the Target app. Geofencing is no longer used in the app with respect to pricing – and has not been used in that way for several years.”

On November 15, 2022, I spent $953.98 with Target for merchandise I never received. I ordered two Apple watches from target.com, order #*************. A package was delivered to our home by ***** on November 18, 2022 containing two sealed Apple watch boxes. Our kids opened the Apple watch boxes on Christmas to find watch bands and chargers, but no Apple watches. I have talked multiple times to supervisors and senior specialists Target Guest Relations, Target Corporate, and the Manager and Asset Protection team at a local Target store for help. Asset Protection reps believed this was a supply chain issue and promised to investigate where the ***** box was packed; they have not followed up with any information. I filed a police report with ********** County, ** (report #*********) following lack of response from Target. I was very clear with everyone I spoke with that we *did* receive a ***** package, it *did* include two sealed Apple watch boxes, and both Apple watches were missing from the Apple watch boxes. My resolution from both Target Guest Relations and Corporate: After reviewing the order and tracking details, we consider this to be a successful delivery. I apologize for any disappointment, but were unable to issue any refunds for this shipment. I was further advised to use Order Pickup and/or Drive Up as alternative options to ****************. The police asked me to have Target produce a copy of Targets insurance for the missing items - I called Target corporate and was told that Target does not insure even expensive shipments and could not produce this documentation. When I called Target with the police report information on January 4, they opened a new claim #. On January 17, after hearing nothing more from Target I called the corporate office again. I was told, again, that because the ***** package was delivered Target considers this issue resolved. Target will not help me with a refund.

The Potomac Mills Target in Woodbridge, VA is consistently disgusting. I was greeted by trash on the sidewalk and overflowing trashcans outside. The entrance doors were littered with trash and shopping carts in disarray. The women's bathroom was deplorable.
