I engaged with ***** the owner of code pros to help with permitting a fence. He claimed he could get it done easily and quickly. He even said he knew someone in city compliance that could remove my code violation. I sent him a $700 deposit to begin the work. After 3 weeks I asked for an updated. He said he had just finished filing the permit. I asked for a copy of the filing and he could not provide it. Made an excuse that he was traveling. I then asked him how he could file the permit without me signing and getting a notary, which is required on permits. He told me that he just realized it would need to be notarized. How could someone who files permits as a service not know that?! This is when I became suspicious. I gave him the benefit of the doubt and waited another week to get the filing to sign.I followed up a week later and he made another excuse on not providing the filing. I then asked him for my money back. It had been a month and he was not able to produce any work towards his service, not even an email chain. He then told me he would be keeping $100 of my deposit for work incurred after contracting, but he could produce no work. This is when I realized that this business is a scam and I am now reporting it.

Tell usSubject: Formal Response to ************************************** and Refund To Whom It May Concern:
This is a formal response to the claims made by Mr. ******** ***** concerning the permitting services provided by Code Pros of the Palm Beaches.
    Initial Engagement and Work Performed
The client engaged our services for a fence permit application and provided a $700 deposit to begin the process.
The project quickly encountered two significant complexities that required substantial administrative time from our team:
****************** Requirement: The property's registration as an LLC mandated that a licensed general contractor be officially listed on the permit. Since the fence was already installed by an unlicensed contractor without permits, we had to dedicate considerable time to sourcing and securing a licensed contractor willing to take on this compliance project.
Paperwork Errors: The initial documents submitted by the client contained multiple errors, including issues with the plot plan (specifically, parking/placement) and the required notarization. Our staff dedicated significant effort to correcting and preparing these documents for city submission.
Immediately after we completed this complex preparation work, the client requested a fundamental change to the entire scope of work on the very same day the documents were finalized, after which he immediately requested a refund.
    Deposit and Refund Policy
Following this extensive work and the client's decision to alter the scope, the client requested a full refund on September 30, 2025.
Per the signed contract, the initial deposit was explicitly non-refundable.
Despite this contractual term, we agreed to issue a partial refund to resolve the matter amicably.
We deducted a minimal $100 fee to cover the substantial time, staff wages, and administrative costs incurred in securing a contractor, correcting paperwork, and preparing the application.
The remaining $600 (85.7% of the original deposit) was promptly refunded to the client via Zelle on October 1, 2025.
    Conclusion
We stand by the professional services rendered and strongly reject the public accusations of operating a scam. We fulfilled our contractual obligation by dedicating time and resources to the essential preparatory work, which is why a minimal fee was retained, consistent with our signed agreement. Returning over 85% of a non-refundable deposit after significant work demonstrates our good faith in resolving this service dispute.
    Sincerely,
***** ***** Owner, Code Pros of the Palm Beaches why here...

I am rejecting this response because:

The property is not in an LLC.  His entire response is a lie.  He made up the same nonsense replying to my ****** review.  No communication was provided about any issues with my paperwork.  No communication was provided at all after I gave the deposit.  When I asked for updates all I got were excuses on why he couldnt provide them.  I was the one who asked about the notary because I didnt understand how he could have submitted a permit without my signature, which he claimed to do yet couldnt provide me with the filing.

His response is completely false and made up.  The guy is coocoo and running a scam business.

    Sincerely,

    ******** *****

We are writing to reiterate our position, as previously stated, regarding this matter.
Our business is fully licensed and legitimate. We maintain a strong professional reputation, evidenced by the fact that all of our customer reviews are ******, with the exception of this single, disputed review.
We firmly maintain that the claims made by the individual, ******** P. *****,  ************************************* are false and constitute slander, libel, and malicious falsehoods intended to harm our business reputation.
We have provided all necessary documentation and information to support our stance. We consider this review/complaint to be an abuse of the review process.
We request that [The BBB or mediator] take appropriate action to close this complaint in our favor, recognizing the legitimacy of our business and the clear defamatory nature of the single negative review.

    Hi BBB,

Please find my full communication thread with ***** attached including the texts where I requested an update and he could not provide anything. I also included proof of payment. You will not see any mention of the claims he is making, such as my triplex being in an LLC.  ***** is a scammer.  He owes me $100 and shouldn't be allowed to continue doing business.  It is illegal to offer a service, take deposits, and then not be able to show updates or proof of doing the service that was contracted for.

    Thank you,
