I contacted Parlament Roofing for a potential roof leak, and to find out about my warranty. I was advised that I had a Lifetime Warranty, then I was told because I didn't contact them every 2 years I no longer had a warranty. I asked when was I told that I needed to contact them every 2 years and the *** couldn't answer that question so I asked the *** to send me a copy of the signed document acknowledging this information. The signed documents they sent does not indicate the 2 year responsibility, a Limited Warranty booklet that doesn't indicate any every 2 year inspection that had the date ****** out with a contractors signature and not mine and there was a certificate with the date ****** out with the 2 year verbiage on the back of the certificate, the certificate had a contractors signature on it and not mine acknowledging that certificate. Then the *** stated they will send a tech out to inspect my roof and that after the inspection I could reinstate my warranty. The tech came out and performed the inspection, the tech stated all was good and that it would cost me ********************************************************************** to sign. He went to his truck to get the paperwork and was on the phone with his boss. He returned stating that they will not reinstate the warranty because it's been 7 years since they last inspected my roof. I asked why would they send him out if they knew that it's been 7 years since they last inspected my roof and would not reinstate my warranty, he stated he didn't know. The bottom line is, I was never informed about any required 2 year inspection, the Limited Warranty Booklet does not contain any of that verbiage and i never signed any documents that indicated that as well.Business Response

The warranty documentation is mailed to the customer after the roof completion. (05/25/2017) When warranty papers are requested to be remailed, they have to be redone, so the date white-out is to correct a handwritten mistake, all of our warranty paperwork is done by hand. Yes, the contractor or representative sign the warranty paperwork, not the homeowner, as we are the ones issuing the warranty. We also notify customers, at roof completion, that they need to call in their inspections to keep their warranty. I have also attached the back of the document that states to do so.Initial Complaint

On or around 7/13/2022 during the installation of my roof one of the construction workers stepped through a dule function domed skylight/celling light fixture.It took many months, and many phone calls on my part to get the skylight "fixed." During that time I was the one who had to reach out to Parlament via my Project Manager **************** They have not reach out to me to fix the issue. I do not recall the specifics attempts I made but it was in the range of 4-6 calls over months.At 1st they sealed the outside of the roof but it did leak causing damage and stains to the inside of my celling. The inside damaged continued to be delayed as they tried to find/order the appropriate part to repair the damage. They have fixed the leak but never repaired the damage stain and seem damage to my celling. They had gotten the part needed to fix the inside of the celling fixture, but they neglected to repair the imbedded light fixture. Instead, they chose to disconnect the light and stow the electrical wires inside the roof. However, they did not stow the wires correctly creating an an electrical short if the light switch is turned on. To this day it will cause my circuit breaker to throw the main switch to off, shutting the power of the the whole back of my house. Additionally, as the celling fixture has a dule purpose of a skylight and light fixture, the cover is supposed to be removable to clean the inside and change the bulb. However when they fixed it they used silicone making any attempt to clean or fix it on my own impossible without cutting it open with a knife. Now pieces have fallen off from the inside and are stuck and viable from inside the house.The time came for my two year inspection. I passed, but told the worker about the issues and was advised I would get a call to schedule repairs, I have not been contacted. Stop trying to repair it, please buy and install a new dule function domed skylight/celling light fixture to replace the one Parlament broke.Business Response

They put a new roof on my home in June of this year and it started leaking in August. Have had numerous calls to there office and had them come out and tell me it was my chimney that was leaking. I had a chimney company Old World Chimney come out and said it was not my chimney. Everything the sales person **** said sounded so great but nothing has been accurate since I signed on the line. they put faulty shingles on my roof and its been almost ********************************* resolved. I've spoke to *** in the office on numerous occasions and you can tell in the tone of her voice she does not like when I call. I was promised on Monday that be end of day Tuesday the owner would personally call me about a savings check the sales person said I would receive and to resolve the faulty shingles issue, but it's Friday and still no word. The payment date originally said Jan **** but then it changed to Oct 13. but the roof is not even fixed yet. *** scheduled an apt for the "free" wind mitigation inspection today at 6pm. guess what they were a no show... thank God I had an inspection for my home owners insurance or I would have never known about the bad shingles they put on the roof. The only person that seems to be trying to work with me is ****** and he can only do so much. The owner avoids problems and won't call customers after there is a problem. *** says it's her then next level up is the owner. So I am stuck with calling weekly until resolved.Business Response

Dear BBB, I am *******************************. In December of 2021, I called the roofing company to inquire about a new roof on my house located in *********************. A salesman came to explain the fee involved, the color of the shingles and how long the job would take for completion. Well, after all the necessary papers were signed for the work to begin, the salesman announced that if we refer the roofing company to someone, we will be sent a check for ****** dollars. After our neighbor ************************ admired our roof, we told her about the roofing company and gave her the phone number of the company located in ********** *******. A month ago, as I was driving home, I saw the ******* of the roofing company and told him about my referral to ***. I asked him when I will get the two hundred dollars that was promised for my referral. This man told me to call the office and it will be taken care of. I am a senior citizen who lives on a limited income, so to me, two hundred dollars can help with a food expense or an emergency bill that needs paying. I sent the company a text through ******** messenger, and the response was "Once we verify the information, a check will be sent". 12 days later, I inquired again. We received a second response stating," You should receive your referral check by next week". When the check did not come, I text the ******* directly. He never called me with an explanation.So far, I have been waiting for the check for a total of 5 1/2 weeks. I am a grown woman who does not like being taken advantage of. They should not have promised a 200-dollar fee if they didn't intend to pay it. This gives me the impression that they are really dishonest in their business practices. The roof job was well done, but I have stopped referring this company to all who ask me for their phone number. I have a letter from the company that mentions the referral fee. The final inspection from the City of **************, ******* was December 1, 2021. within the last month/December2022 through January 9, 2023, I've been trying to get my warranty. I made a visit to the office on January 9, 2023, and met with a woman named ****, who I had spoken with several times on the phone just to lie and say she had sent the warranty by certified mail, or she sent it out on January 9, 2023, by someone who works for them. I told her I was at home all day until I came to her office. When I return home there wasn't anything in my mail slot. I call IKO who grantee the roofing used. I found out from IKO that she had given me the wrong warranty. It should have been on or after October 1, 2020. I called Parlament a left message about this issue and please send a copy of my contract. When they did my roof, the ******* had to come back and cut the nails under roof fascia that were protruding. The men had to return to take out rotten boards on the garage and **********.It has been one merry go round to another in trying to get documents and the work was done right the first time. After *** (*****) the man had to come from Parlament on November 21, 2022 and redo some tiles that had come loose or flew off with wind. The roof wasn't even a year old.Customer service is poor. Too many lies told about sending documents...Contract and right warranty still needed. I certainly will not be recommending them.Business Response

The customer contracted ******************************************* and ********************** on 11/23/2021. We completed the roof on 111/29/2021, and the Final Inspection passed on 12/2/2021. The customer was mailed via **** their Warranty Documents on 2/1/2022. The customer contacted our office November ******* via email requesting another copy of her Warranty. Another set was dropped in the mail that same day as Thanksgiving was the following day and we did not want them to have to wait until after the Holiday weekend. The customer then contacted the company via email on 12/13/2022 again stating she still had not received her Warranty documents. At that time we were waiting on another shipment our Special Order Warranties. The customer was contacted and explained that since she had not received her last couple warranties that as soon as I received our Shipment another set would go out via Certified mail once I had them. The customer contacted the office on Friday January 6 regarding her documents, and I had explained we just got them in and that as a courteousy I would just have one of our Project managers drop them off to her in person on Monday January 9, 2023. The customer showed up at the office on Monday January 9,2023 before the Project Manager was able to go by their home requesting the documents. Another set was prepared for her while she waited. She received Parlament Roofing's Lifetime Labor and ******************* Warranty as well as her Lifetime Warranty from IKO on the product. The Manufacturer warranty she received is accurate, the Company have since redid their warranty since her roof was originally installed back in November 2021.The Warranty books that originally went out in 2021 are no longer in Production. But that has no effect on the Customer's Warranty. They still have their Lifetime Warranty with Parlament as well as the Manufacturer. Please see the attached.Initial Complaint

On May of this year(2022) *** (Sales representative) came to my home presenting the products and services offered by Parlament Roofing and Construction, selling myself and husband a set of promises to earn our business, which after the fact has been far from being true. We ended up using Parlament to replace our roof, (our home was built on 2006). It was a, enormous mistake we made. First thing, I requested the finance to be under my husband's name because this way my credit wouldn't be pulled. Even when I requested my credit not to be pulled they still did it. I spoke with ****** (Manager) about it, she was ill-mannered!!. On 06/28/22 they came to replace the roof, **** was the project manager. They were in a rush, to the point they didn't wait until the wood to dry prior to place the shingles. There was a heavy storm, with lighting. I asked the Project Manager from his worker to get down the roof, and I inquired when will the roof be completed. **** answer me "they will finish tomorrow" Saturday 06/29/2022. After he left our premises the workers went back on the roof and finished it under the rain.All this has been a nightmare, My ceiling had leakage in my office area. After multiple calls and request for them to come over to fix the issues, **** came 2 months after assessed the matter and sent one of his worker to paint the office spot. Hurricane *** brought a lot of rain with it, and now two more leakages spots appeared on the ceiling, one in the Guest's bathroom and another one in our main bedroom. I have called Parlament to explain the situation, I spoke with ******* (Office manager), she transferred me to speak with her Assist. ********, she scheduled a technician to come on Monday 10/10 between 12 pm- 4pm; but as of today 10/27 no-one showed up, I never received a call with an explanation or rescheduling the appointment they missed. We need this matter to be resolved. We have tried every way possible without being successful.Business Response

The customer contracted the ******************************************* on May 19,2022. Her husband is the only person listed on the Financing as she requested. We did not start the project until June 24,2022 because the customer required approval through their HOA which took right around 30 days and they needed their solar removed prior too as well. It passed it's in progress inspection with the ************** on June 24,2022 and the Final Inspection on June 28,2022. During the start of the job there was some water that came in and left spots on the ceiling. We try our best to make sure everything is watertight when unexpected showers show up during rainy season but unfortunately this customer did have some moisture come in that they called in and reported on August 17,2022, and we had our Service Technician out 2 days later on August 19,2022 and he kilzed and corrected the ceiling. I spoke with customer today regarding their leak as I had no record of it in our Service log and set up for their project Manager to go out tomorrow to assess the leak the customer is now reporting. The warranty offered by Parliament Roofing and Construction is a lie. They charged me $350.00 to repair a two inch cut in the outer layer of my roof. The Operations Manager ****** basically called me a liar when I relayed to her how durable the sales person described the roof materials they planned to use. I questioned his description of how safe my roof would be even though I have a Giant Oak. He showed me how flexible the outer layer was and assured me the lower layer would flex and absorb the weight of a large branch. In the end I ended up with a well (heat) insulated roof that is more susceptible to storm damage than traditional materials. If for some reason, you choose to use this company you need to record the sales pitch and stick to the traditional roofing products. The 20 year materials and workmanship warranty they offer is useless, if they can say minor damage caused during a storm not covered and charge such high prices for a repair on a two inch cut in the outer protective layer. This was all on top of having to wait 3 days for an appointment, which they never showed up for. I ended up waiting an extra two days, during which time it rained. Thankfully the lower level material seems to have held. After having a very contentious and argumentative conversation with The Operations Manager; ******, I requested to be contacted by the owner of the company, which as of yet, has not happened. DO NOT, use this company. They have very gifted sales people, the telephone operators are very pleasant, but they lie about the strength and quality of the materials they use and do not honor the warranty.Business Response

The customer contracted ******************************************* and ********************** to complete their Reroof project on 11/19/2021, we completed their roof on 11/24/2021 and it passed its Final Inspection with the ************* on 02/07/2022. The customer called in originally on 10/7/2022 to set up a Service call, we were out exactly a week later to complete the repair. We do apologize that the customer had to wait a week but they advised us they had no active water coming in so we fit them in as quickly as we could due to the over flow of calls from the Hurricane *******We schedule our services in order of precedence. Active water, major leaking and structural repairs are always scheduled as priority to help our customers avoid any other further damage and being exposed to the elements. The customer advised us he did not have those issues. The customer has a low sloped roof and they contracted Parlament to install a ********* TPO roof for them. This is a very durable and high quality roofing material but it can be damaged if penetrated or severely damaged. The customer does have a Lifetime Labor and ******************* Warranty that is still active and intact with Parlament Roofing. However, our Warranty does not cover Storm Damage. The hole in the customer's roof was found right after Hurricane *** came through the area and the customer acknowledged there was a large branch that fell on his home from the tree is in his yard. The branch when it fell punctured the roof through the membrane into the insulation. Because it was caused by storm damage and or limbs falling from the customer's tree it does not fall under a Workmanship issue therefore it is a paid repair. The customer was charged $350 total for Labor and Materials to repair the area that had been damaged. Again, the customer still has active Warranty with ******************************************* and we encourage them to contact our office in the future if they have any more issues or concerns.Customer Answer

I am rejecting this response because:
The response was more polite than the response I received on the phone, but does not address the the fact that the sales person assured me the membrane would not be damaged by branches falling on it unless they large enough to the wood structure under the membrane. It was not large or heavy enough to cause major damage, it left a two to three inch cut in the membrane . This repair took the tech about 20 to 30 min, from start to completing his paperwork and calling the office. I was lead to believe a minor damage such as this was a rare occurrence for this material, in addition; the price for this repair just added insult to injury.

New roof was completed 7/28/22.Pool solar panels were appropriately removed prior to roof work starting. Contractor used was Sunlight Solar. I am satisfied with the roof. However, 2 1/2 months later the solar system has not been put back on the roof. Manager *** assured me 3 times that the reinstall was scheduled. Sunlight Solar did not appear. According to Sunlight, the reinstall cannot happen until Parlament pays them. I was willing to contract Sunlight myself but *** said I cant because that service is built into my contracted roof fee. Although *** says that Sunlight has been paid, she has not been able thus far to prove it. Meanwhile my solar panels are still sitting in my deck and all I get from Bri is a promise to call me back. She never does; I have to call her. My frustration has turned to anger. I need a resolution.Business Response

There was an issue with the ************* that was Sub-Contracted to complete the removal. The company was holding up reinstall regarding an issue on another job they had completed for Parlament that had nothing to do with this customer and the customer was affected by this.We apologize for how the ************* handled the situation we apologize for any inconvenience the delay has caused to the customer. Pucharshed my house in July 2018, this company was used for roof replacement by the previous owner in 2016, he left me the paperwork sealed and explained to me that the roof had warranty, and nothing else. I placed a call on 8-27-22 and spoke to a supervisor and explained the situation, this gentleman said someone was going to get back to me. I called again on 8/29 and spoke to a young lady and explained that I had called on 8/27 and I explained the whole thing again, she said someone was going to get back with me, and nothing. I called again on 8/30/22 and I spoke with the operation manager, and she with her arrogant voice said to me that the warranty was void because it was not inspected, now how would I have known that? This company will argue that is in their rules but again how would I have known that when I didn't do the business myself with them? and the operations manager was very condensing and to the point that even I told her I could tell you are in a higher position by the way you are talking to me. Companies like this get away with these things and will rather miss their clients than make it right with their customers.Business Response

That customer was advised as well as provided in writing requirements to maintain the warranty of the roof. They are listed directly on the back of the Lifetime Labor and ******************* Warranty itself that was sent to the customer. These are the documents the current homeowner is referring to. I have attached both the front and the back of what the Warranty entails. Line#2 states in order to maintain the warranty on the roof the homeowner is required to call in and schedule bi-annual inspections as they are provided at no cost to the customer themselves. The original purchaser failed to do that or relay that information to the new owner. This home would have been due for said inspections in September of 2018,2020, and again this month 2022. None of which were ever called in to our office. Line#3 also states that the Warranty may be transferred but that the original purchaser is required to inform Parlament within 30 days of the home being transferred to the new owner, and that they are responsible for informing the new owner of these guidelines. The new homeowner would then be required to pay a transfer fee and all new Warranty documentation would be endorsed and mailed to the new owner with their information on it. Neither of these requirements were met resulting in a voided warranty for two separate reasons. We will still service the roof for a $75 trip fee that we will apply as a credit to what the repair cost is. The repair cost will depend on the severity of what the issue is once our tech is able to diagnose the problem . We encourage the new owner to call back in and we will schedule a Tech to come out and address the issue, unfortunately the warranty has been voided and a trip fee and possible repair fee will be required.
