Don't be fooled: Here are the BBB's biggest consumer scams of 2016

Con artists posing as IRS agents and threatening to fine or arrest consumers over phony tax debts topped the Council of 
Better Business Bureau's list of top scams in 2016 for the second year in a row.

The list was compiled based on more than 30,000 scam reports filed by consumers on bbb.org/scamtracker, a free interactive online tool launched last year by the BBB Institute for Marketplace Trust.
