      On 4-17-23, I had to call ***** roadside assistance to get my car out of a ravine I had gone down. They contacted Joe's Towing and Recovery and let me know this. I called Joe's and told them they would need a larger than usual truck to get me out. Two hours later, a driver named **** showed up with a light duty flatbed truck. He assessed the situation and determined that if he were to try and tow me out, he would get stuck as well. He took pictures of my car and the situation and sent them to Joe's and called them as well saying he would get stuck if he tried the job and that a bigger truck was needed. He was told by **** to go ahead and try it anyway. **** got my car on the back of his truck and proceeded to get stuck as he predicted. He called Joe's and a 8 ton truck was sent. It then got stuck as well. A third truck had to be sent out to get them out. Per Joe's policy, all of the phone calls were recorded. The next day when I went to get my car, I was presented with a bill for $1500. I have no problem paying a reasonable price - the cost of the second truck - for the service but I do not think I should have to pay for all three trucks, seeing as I told them they needed a bigger truck and - more importantly - their own employee told them he would get stuck and a bigger truck was needed. I called on 4-25-23 to discuss the charges and was told someone would be in touch. A week went by and I heard from no one. I called again on 5-2-23, was connected to an answering machine where I left a message asking to be called and heard from no one. I called back on 5-3-23 and spoke to Sandy. I explained what was happening. She said no one could help me but the president of the company. I told her I needed to speak to him the next day or I would have to contact the BBB. I got no call, so I am filing this complaint. Again, I will pay a reasonable price but I think I should be refunded some of the money. Had they called me back this could have been avoided.

      Illegal practices are employed at this place. The state of Illinois allows the car owners to retrieve their personal belongings and view the vehicle which is being towed. In my case, it is after a major accident in which the car was totaled. This business asked me to pay $1175 for just viewing the vehicle and retrieving my eye glasses after the accident. If I had paid this money, I would have taken them to the court for their outrageous behavior. Insurance company ask them to tow my vehicle after the accident, the site was only a few miles from their location. They took around 4 hours to arrive at the location. Poor service, poor management and illegal extortion of money from people in distress. Avoid this business.

      We received a call from ***** ******** ********** to winch out a vehicle in the **** *** ** * **** ** *********** on June 25, 2021. When our driver got on scene, the vehicle needed more than a winch, as it was in flood waters, on its side. The driver on scene called for our heavy-duty rotator to help him recover it from where it was located and minimize our drivers being in the rising waters. Swoop paid for the tow, but does not cover the recovery of the vehicle from off the roadway, on its side, in flood waters. The fee for that recovery was $1140.00. Per Illinois Compiled Statutes (625 ILCS 5/4-203), any personal property in the vehicle is subject to the same lien as the vehicle, with the exception of a short list of authorized items. Our records do not indicate that anyone wanted eyeglasses or they would have been allowed to remove those, just that they wanted their personal property out of the vehicle. They were advised to call their insurance company. If the insurance company contacts us and states that they are covering the charges on the vehicle, the vehicle owner would be granted access to the vehicle to remove their belongings without making payment, other than an after-hours fee if it wasn't during business hours. In the absence of an insurance company stating they’re covering charges, we require payment before accessing our storage lot. It’s not extortion, its collecting on a lien against a vehicle and its contents. The record 10” of rain that fell on June 25/26 caused us to be extremely busy that weekend and the week that followed, handling flooded and totaled vehicles. We tried to handle the calls as quickly as we could, but unfortunately, the volume of calls meant that it wasn’t always as quickly as we would have liked. The time it took to tow the vehicle to the body shop had nothing to do with the distance from our impound lot, but was because of the number of calls we were handling.
