www.mycampustownpeoria.com and its Facebook counterpart are local websites geared towards offering discounts to students and faculty at area campuses. This website is registered to a Patrick Shannon with the organization name of Campustown Media. This company also does business as Campustown Publishing, which all current contracts are written under. In all communications with BBB Mr. Shannon indicates he is the owner of the business, however according to documents provided by Mr. Shannon, the Employers Identification Number (EIN) and Certificate of Ownership of an Assumed Name to the County Clerk of Peoria County, Eric Wallenfang is listed as the only principal of Campustown Publishing.
Mr. Shannon has recently contacted BBB about complaints from 2012, which to date are still unresolved.
Mr. Shannon has been approaching local businesses and selling advertising placement on his website along with claims of placement of ads which are meant for Bradley University and Illinois Central College students and faculty. Mr. Shannon, mycampustownpeoria.com, and Campustown Media have no affiliation with Bradley University or Illinois Central College, according to college authorities. Nor does Mr. Shannon, www.mycampustownpeoria.com, or Campustown Media have permission to distribute any advertisement material on either campus.
Recently BBB received reports from local businesses stating they had been contacted by Patrick Shannon. Some local businesses with advertisements on the site claim they had never agreed to advertising with CampusTown Media or Patrick Shannon or authorized the use of a discount promotion through this company. Business owners believe the ads posted had previously been published in other publications and copied onto the mycampustown website. Companies that confirm they did enter into a contract with Campustown Media / Patrick Shannon, stated they never received physical proof of any print media. When paying for the advertisement, local businesses were instructed to write the checks to an individual named Patrick Finken. Further BBB investigation showed two other websites registered to Patrick Shannon; www.campustownjoliet.com and campustownmedia.wix.com. A third recently deactivated website, www.mycampustownquincy.com, was also registered to Mr. Shannon.
On March 20, 2014 BBB met with Mr. Shannon to discuss the operation of his companies. Mr. Shannon claims he does all of the artwork, graphics, printing, and website management for the companies, while Mr. Finken handles the sales calls and the financial accounts. During the meeting Mr. Shannon claimed that he had agreements with Universities in the past to distribute his products, but two schools backed out after several inquiries from businesses about his association with the schools. No refunds were provided.
BBB received actual contracts from local businesses advertising on the company's website, mycampustownpeoria.com, which claim they will be the only company of its kind on mycampustownpeoria.com. BBB questioned Mr. Shannon why there were multiple companies in the same industry on the site if his contract states otherwise. Mr. Shannon replied that the exclusivity is offered by business type by city. BBB advised the company to modify its contract to state the exclusivity is by city.
When BBB asked the company to explain why some companies allege he or his company did not have a contract or permission to offer a discount on their behalf, Mr. Shannon responded saying these companies had advertised with him previously and he continued running their ads after the contract date, claiming these businesses were not aware that he had changed the name of the company from Campustown Media.
BBB asked the company to supply copies of contracts, sales scripts, distribution agreements, publication and print dates for the student discount booklets and a sample of any print publication that has been distributed.
On April 30, 2014 Mr. Shannon provided the BBB a summary of his past business ventures and how the companies have evolved into what he offers today, a copy of the 'Exclusive Policy" for Campustown Publishing, which can be found below, a Campustown Publishing 'Pricing Guideline' which can also be found below and a Campustown Publishing Pitch(sales script).
In his letter to BBB, Shannon says he has developed a new concept or product for the company, the military discount, that he believes will be less controversial than working with local schools, and have more public support. Mr. Shannon says USADiscountsPeoria.com will be promoted by using signs displaying QR codes, and the site itself will display advertisements offering discounts available to military personnel. USADiscountsPeoria.com is registered to Patrick Shannon.
BBB contacted advertisers listed on this site and found that many corporate names/logos are displayed and already offer a military discount without the assistance of Mr. Shannon or his companies. Further, they were not aware or had authorized the use of their name/logo to Mr. Shannon or his companies.
BBB contacted a local reserve base and according to their legal department "To date we have not had any contact with the individual and do not support the solicitation of discounts for military members".
BBB will attempt to continue to work with Mr. Shannon to determine the purpose and scope of his companies.

Our Policy is to refund any money paid to us for inclusion into any of our promotions, as long as we are contacted within a reasonable amount of time.
Our 'exclusive' policy is determined by geography. Often times, in the vast majority of examples, we will feature only one type of business per website. However, for the more popular categories, will feature one of that type of business in each major town associated to that particular website we produce. For example, we may feature one Pizza Restaurant in Peoria and East Peoria for our local website, and at the most a third Pizza restaurant in a rural community. As far as a more obscure category, one that would be patronized and needed on a less frequent basis, such as a painting contractor or shoe repair business, we will make that type of business exclusive on the entire site. In the vast majority of examples our businesses are exclusive per website. It is only, again, the more popular categories where we might include one per geographic location. Never will we feature more than 3 of the same type of business on any website that we produce. And we always stipulate to the customer, in the instances of there being one per geographic location, that they will be exclusive for their respective geographic location on the site. For example..."Yours will be the only Mexican Restaurant in East Peoria for the next 12 months" or "You will be the only Massage Therapist that we feature in East Peoria this year"..
Again we will never feature more than 3 kinds of the same businesses on any given site at any goven time and never 2 of the same kind of businesses in any one town featured on any of our websites.
