These are children who are legally free for adoption and who have no prospect of being adopted by Russian families. International Families & Exchanges works in partnership with the Maine Adoption Placement Service, a licensed adoption agency in Maine, which coordinates the adoptions with licensed agencies throughout the U.S. They coordinate the Russian side of MAP's Russian program. The program was established and incorporated in Maine in 1991. Ms. Karen Varsell Stager is the Director, and any questions or problems should be directed to their attention.
